April 11, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 11, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman. <br /> <br /> Kimberly Bowers opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a Called <br />Meeting on March 28, 2000, a Regular Meeting of March 28, 2000, and a Called <br />Meeting on April 4, 2000, and was adopted by unanimous vote. <br /> <br />00 - 76 - Presentation: <br /> <br />Proclamation presented to Vince Hamilton for "Special Olympics Day". <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to consider agenda items 00-78, <br />00-79 and 00-80 of the City Manager's Report prior to the public hearing on the <br />operating budget, and was adopted by unanimous vote. <br /> <br />- City Manager's Report - <br /> <br />00 -78 - Adoption of an ordinance to appropriate $88,000 of grant funds in the Capital <br />Improvements Fund to purchase plants for the aquatic and safety benches for the storm <br />water basin in conjunction with the Greenwood Drive project. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $88,000 of grant funds in the Capital <br />Improvements Fund to purchase plants for the aquatic and safety benches for the storm <br />water basin in conjunction with the Greenwood Drive Project. <br /> <br />Purpose and Need: <br /> <br />· The City is constructing a 9-acre regional retention basin, which will include aquatic <br />benches planted with native plants and aeration equipment. This basin will be the <br />City's first regional water quality basin and will give relief to an area that has always had <br />inadequate drainage. <br /> <br />· This basin will serve 215 acres of drainage area and will support several large <br />developments including the 100-acre Portsmouth Corporate Center, a 20-25 lot <br />subdivision and road and drainage improvements on Greenwood Drive. The basin will <br />also help improve water quality by trapping and filtering out sediments and pollutants <br />before they reach the Elizabeth River. <br /> <br />· The City received a Virginia Quality Improvement Fund Grant from the State <br />Department of Conservation and Recreation for $88,000. These grant funds will be <br />used to purchase native wetland plants for the aquatic and safety benches for the <br />Greenwood Drive Project. The aquatic bench will be used to help remove pollutants <br />and provide habitat and the safety bench will be used to protect the public from <br />accidents. <br /> <br />Financial Impact: <br /> <br />· No additional funds are required beyond those funds already appropriated for the <br />Greenwood Drive Project. <br /> <br /> <br />
