Garner, by James V. <br /> Bickford, buyer, for 9- townhouse units in 14 buildings on a parcel of <br /> land lying to the south of Pepperwood Court and north of the proposed <br /> Western Freeway and east of properties fronting Pinebark Road. <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, to concur in the recommendation of <br />the Planning Commission, with further condition of the alternate routing as outlined by the <br />City Manager, and GHP 85-8 for 97 townhouse units in 14 buildings on a parcel of land lying <br />to the south of Pepperwood Court and north of the proposed Western Freeway and east of proper~ <br />ties fronting Pinebark Road, was approved on first reading by 6-1(Nay-Webb) vote. <br /> <br />(d) Zoning Petition Z 85-14 <br /> <br />Rezoning application of Manor Green Associates, by Benjam: <br />J. Levy, general partner, for commercial development on 5. <br />and 5511 Portsmouth Boulevard; from Residential R-60 and <br />Commercial C-1 to Commercial C-1-K Conditional. <br /> <br /> Benjamin J. Martin, Architect, 1417 N. Battlefield Boulevard, Chesapeake, representing <br />Bishop L. E. Willis/Garden of Prayer Temple, was available to answer questions. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Lucas, to concur in the recommendation of <br />the Planning Commission, GHP 85-6 for a four unit apartment building on the north side of Sout[ <br />Street between Washington and Green Streets, was approved on first reading by unanimous vote. <br /> <br />(f) GHP .85-7 <br /> <br />Group housing project application of Hearring-Overton Partnership, by <br />Joseph Preziotti, Jr., planning consultant, for 152 dwelling units in <br />16 two and three story building on land west cor~porate, city limits. <br /> <br />The following letter was received from Attorney J. S. hivesay, Jr.: <br /> <br /> "Hearring-Overton Partnership has made application for a Group Housing Project Site Plan <br />approval. The project is called Independence Square and is to be built upon land off George <br />Washington Highway recently rezone by the Council. <br /> <br />This application is scheduled to be presented to the Council at its meeting on May 14th. <br /> <br /> Since I represented the Landowner in the recent rezoning these applicants have hired me <br />with respect to the site plan approval. Unfortunately, I have made all arrangements to take <br />a vaction trip to Europe with my children. We leave May 12th. <br /> <br /> It is respectfully requested that this matter be continued <br />June llth in order that I may personally speak in behalf of the <br />and promFt ccnsideration of ~his request will be appreciated." <br /> <br />to the Souncil meeting of <br />applicant. McCarty and McCurrin Real <br />Estate Trust, contract owners, by Kirk Berkeley, architect, for a two- <br />story building containing four condominium units on property at the nort~ <br />east corner of Douglas Avenue and Hartford Street. <br /> <br />Kirk Berkeley, Architect, P. O. Box 255, Portsmouth, spoke for the applicant. <br /> <br />Hugh Slaydon, Jr., 635 Douglas Avenue, requested an additional 5 minutes. <br /> <br /> Motion of Mrs. Lucas and seconded by Mrs. Webb, that Mr. Slaydon be granted an additional <br />5 minutes, and was adopted by unanimous vote. <br /> <br />Mr. Slaydon spoke in opposition of GHP 85-9 and requested that the application be denied. <br /> <br /> Councilman Whitlow stated he would abstain on the matter, as he represents, one of the two <br />developers. · <br /> <br /> n~ <br />;07 <br /> <br /> <br />
