May 14, 1985 <br /> <br /> 84-140 - Letter from the City Manager recoramending adoption of a motion to transfer <br />$21,000 from the Grants Contingency Account for the High Street Corridor Study and to <br />purchase traffic counters. <br /> <br /> "I am pleased to inform you that the Department of Motor Vehicles has approved the <br />Traffic Engineering Department's application for two Highway Safety Projects. The grants <br />will provide funds to improve traffic planning and to reduce the likelihood and severity of <br />traffic accidents. <br /> <br /> A study will be conducted on the ~raffic patterns of the High Street Cooridor between <br />Grayson Street and ~rederick Boulevard. The grant award ~f $12,500 in state funds will be <br />used for a traffic c~ml~/~ to study the signalized intersections and to recommend improve- <br />ments to reduce traffic accidents, delays and injuries in the corridor. The required local <br />match of S12,500 will be provided through in-kind personnel costs of the Traffic Engineering <br />Department while conducting grant activities and implementing the recommendations of the <br />study. <br /> <br /> The second pro3ect will provide $8,500 in state funds To purchase new traffic counters. <br />The new equipment will allow the Department to expand the amount of data available for plannin( <br />and to provide additional traffic counts indicating existing traffic flow used in evaluating <br />'thr~ughf~-~ networks. The required local match of $8,5000 will be provided through in-kind <br />costs for equipment and perscnnel involved with the traffic counts. <br /> <br /> Both projects will enhance the traffic planning process and transportation safety in <br />the City. The grant awards represent 100% state funds and the matching in-kind costs are <br />contained in the Traffic Engineering Budget. <br /> <br /> I recommend approval of the projects and the transfer of $21,000 for the High Street <br />Corridor Study and traffic counters from the Grants Contingency Account to support the <br />projects." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, <br />transfer $21,000 from the Grants Contingency Account, <br />unanimous vote. <br /> <br />that authorization be granted to <br />as requested, and was adopted by <br /> <br /> 85-1.41 Letter from the City Manager that authorization be granted to execute agreement <br />for exhibition of the sixteenth century English warship, Mary Rose. <br /> <br /> "As you know, we are fortunate to have been selected as one of six exhibition sites in <br />the country featuring the archaeological artifacts from the sixteenth century English warship, <br />Mary Rose. This exhibition is sponsored by the Armand Ha~lmer Foundation and the Mary Rose <br />Trust of England. <br /> <br /> As an exhibition site, we are required to sign a contract which sets forth the conditions <br />of the loan agreement. Th~s agreement (copy attached) has been reviewed by members of my <br />staff, the Director of Portsmouth Muse~lms and the City Attorney and found acceptable. <br />Accordingly, I am requesting your approval of a motion which will authorize me to execute <br />this ~greement." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray authorization be granted to execute <br />agreement for the Mary Rose Exhibition, and was adopted by unanimous vote. <br /> <br />On motion meeting adjourned at 1:30 a.m. <br /> <br />APPROVED - <br /> <br />Mayor <br /> <br /> <br />
