(Roll Call) <br /> <br /> "In connection with ~eWast Norfolk Road Improvament Project, the City Acquired the properties of Mr. and <br />Mrs. Bell and Mr. and Mrs. Seay. The house nearest the railroad track has been previously sold and relocated <br />to another part of the City. The second house, together with the r~maining portion of the adjoining lot not <br />used for the street construction has now been advertised for sale~ The bids received rar~ed frc~ $15,110 to <br />the high bid of Mr. Warren G. Gibson in the amount of $58,000.00. The present assessed value of the land and <br />house is $58,830. <br /> <br /> I recc~end approval of the resolution accepting the bid of Mr. Gibson and authorizing conveyance of this <br />property." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Corprew, the following resolution was adopted, and by the <br />following vote: <br /> <br />"A RESOLUTION ACCEPTING THE BID OF WARREN G. GIBSON TO PURCHASE CITY-OWNED PROPERTY AT 4805 WEST NORFOLK <br />ROAD; AUTHORIZING THE CITY MANAGER TO CONVEY. <br /> <br /> WHEREAS, the City owns certain property located at 4805 Wast Norfolk Road, which property is no <br />longer required for public purposes and is, hereby, declared to be excess property; and <br /> <br /> WHEREAS, pursuant to the (~arter of the City of Port~outh said property has been advertised for sale <br />and bids have been received; and <br /> <br />WHEREAS, the highest bid received was frc~Warren G. Gibson in the mount of $58,000.00; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deams it to be in the best interest of the City to <br />accept the bid of Warren G. Gibson and sell the hereinafter described property. <br /> <br /> NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the bid of <br />Warren G. Gibson to purchase City-owned property at 4805 West Norfolk Road for the su~ of $58,000.00 be, <br />and the same hereby is, accepted. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to convey to Warren G. <br />Gibson the following described property, to-wit: <br /> <br /> All those certain lots, pieces or parcels of land, with the improvaments, situate, lying <br />and being in the City of Portsmouth, Virginia, known, numbered and designated as lots 108 and <br />109 on that certain plat entitled "Replat of Lots 48 through 147, Inclusive, 155 through 162, <br />Inclusive, 213 through 218, Inclusive, Subdivision of Section 2, Castle Heights", recorded in <br />the Clerk's Office of the Circuit Court of the City of (~esapeake, Virginia, in Map Book 41, <br />page 85, save and except therefrcm, all those certain parcels designated as parcels 034 and 036 <br />as shown on that certain plat entitled "Plat Showing Proposed Right-Of-Way Expansion forWest <br />Norfolk Road" dated July 11, 1983, recorded in the Clerk's Office of the Circuit Court of the <br />City of Chesapeake, Virginia, in Map Book 12, pages 68 through 71, beth inclusive." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 85-138 - Letter from the City Manager recorara~nding adoption of a motion to refund <br />$230.50 (without interest) to Paul Tolson for 1984 City Business License. <br /> <br /> "The Commissioner of the Revenue is requesting a refund of 1984 City Business License to <br />Paul Tolson, Jr. , P. O. Box 15097, Chesapeake, Virginia 23320. <br /> <br /> Mr. Tolson purchased a contractor's license on March 14, 1985 to build several houses for <br />sale. However, due to the State Highway Department redrawing their lines for the proposed <br />Western Freeway he will be unable to build the houses planned. We are requesting a refund of <br />$230.50 (without interest) for the unused license. <br /> <br />recommend that Council adopt this motion, and a refund be granted." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, <br />$230.50 (without interest; to Paul Tolson, P. O. Box <br />and was adopted by unanimous vote. <br /> <br /> that authorization be granted to refund <br />15097, Chesapeake, VA 23320, as requested <br /> <br /> 85-139 Letter from the City Manager recommending adoption of a motion to refund $50.00 <br />(without interest) to Winfred B. Turner for 1984 City Business. <br /> <br /> "The Commissioner of The Revenue is requesting a refund of 1984 City Business License <br />to Winfred B. Turner, 5917 Buckmlnister Lane, Virginia Beach, Virginia 23464. <br /> <br /> Mr. Turner purchased a wholesale merchant's license on April 3, 1985 in error, therefore, <br />a refund of $50.00 (without interest) is requested. <br /> <br />I recommend that Council adopt this motion, and a refund be granted." <br /> <br /> On motion of Mr. Beamer <br />$50.00 (without interest) to <br />Virginia 23464, as requested, <br /> <br />and seconded by Mr. Gray, that authorization be granted to refund <br />Winfred B. Turner, 5917 Buckminister Lane, Virginia Beach, <br />and was adopted by unanimous vote. <br /> <br /> <br />
