<br />Seztion 15.1-1380 of the Code of Virginia,

<br />the Clean Community Program and to auth3rize the submission of application for funds from the
<br />Virgzn~a Division of Litter Control.

<br /> 'Each year the City of Portsmouth is eligible to receive an allocation of state funds fro'
<br />the Virginia Division of Litter Control. These fun&s are used to support the Clean Community
<br />Program, provide assistance with litter control projects, purchase litter receptacles, and
<br />augment the community awareness and education program. The Portsmouth Beautification and
<br />Community Commission has been very active and successful in promoting these activities in the
<br />City.

<br /> As part of the application process, the Division of Litter Control requires that the
<br />program be officially endorsed by the Local governing body prior to its submission. I re-
<br />quest permission to submit the application to continne Portsmouth's Clean Community Program
<br />and have enclosed a resolution of support for your endorsement. I highly recommend your sup-
<br />port of this worthwhile program.

<br />THE CITY ?-~ANAGER TO SUBMIT AN APPLICATION

<br /> WHEREAS, the Council of the City of Portsmouth, Virginia has created the Beautification
<br />and Clean Communit) Commission to assist with litter control through educational and beauti-
<br />fication programs including all segments of the population of the City; and
<br />
<br /> WHEREAS, the Virginia Litter Control Act of 197~ provides, through the Department of
<br />Conservation and Economic Development, Division of Litter Control, for the allocation of publi
<br />funds in:the form of grants for the purpose of enhancing local litter control programs; and
<br />
<br /> WHEREAS, the City of Portsmouth is eligible to submit a grant application for funding
<br />for 1985 pursuant to the regulations governing the administration and use of such funds, and
<br />has reviewed and considered the regulations and application coverning administrati3n and use
<br />of said funds.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that
<br />the Council does hereby endorse the Clean Community Program of the Beautification and Clean
<br />Comnunity Commission for the City of Portsmouth, Virginia.

<br /> BE IT FURTHER RESOLVED that the Council of the ~ity of Portsmouth
<br />Manager to plan, budget and apply for a Grant which, if approved, will
<br />program and hereby requests the Department of Conservation and Economic
<br />of Litter Control, to consider and approve the application and program,
<br />accord with the regulations such

<br />$103,116 from the Grants Contingency Account to fund the Summer Lunch
<br />by the U. S. Department of Agriculture.

<br /> "The Director of the Department of Parks and Recreation is applying for funds from the
<br />United Sta~es Department of Agriculture to provide free lunches during the summer to Portsmout
<br />youths who live in. low income areas of the City. An application for $103,116 in federal funds
<br />will permit us to serve an estimated 2,240 meals Der day for six weeks at thirteen different
<br />sites. All of the sites are located in areas where more than fifty percent of the regular
<br />public school population is eligible for free or reduced price lunches. No local cash match
<br />is required by the grant.
<br />
<br /> The U. S. Department of Agriculture is expected to award the grants
<br />funding be awarded, it will represent the fiteenth consecutive year that
<br />available for eligible Portsmouth youths.
