Robert Gray, <br /> <br />Whitlow, Patrick J. Coffield, <br />City Attorney. <br /> <br /> Councilman Ben A. Beamer, Sr. opened the meeting with prayer, <br />Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the <br />1985; minutes of the regular meeting of June 11, 1985, to be <br />adoFted by unanimous vote. <br /> <br /> followed by the Pledge of <br /> <br /> called meeting of June 11, <br />approved as received, and was <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br /> 85-176 Mayor Holley presented Certificates of Appreciation to Billy E. McDaniel of the <br />Municipal Finance Commission and Mercedes B. Smith of the Parks and Recreation Commission, fo] <br />services rendered. <br /> <br />The following comments were offered by Mayor Holley: <br /> <br /> "We are very pleased to have in our presence ~n Portsmouth at this time at PORTSIDE, the <br />historic Coast Guard Sailing Vessel, "Eagle". lhe Eagle will be in Portsmouth through Wednes- <br />day and will be open for public review. Mayor Holley invited the citizens ~o go aboard the <br />Eagle and see the life of which the men of the Eagle enjoy at sea. Mayor Holley noted that <br />there are 175 Cadets on board and who are receiving training in preparation for becoming USCG <br />Officers. At the PORTSIDE Information Center is a Coast Guard exhibit and a replica of a <br />lighthouse, dated 1878, which will be of interest along with some other Coast Guard artifacts <br /> <br />85-177 Public Hearing on rezoning, use permit and group housing applications: <br /> <br />(a) Zoning Petition Z 85-25 <br /> <br />Rezoning application of J. Michael Sasser, owner, for <br />multi-family development on land lying to the north of <br />High Street, West, and to the east of Clover Hill Drive; <br />from Residential R-150 to Residential R-75. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, that Items Z 85-25 and GNP 85-17 to be <br />combined for public hearing purposes, and was adopted by unanimous vote. <br /> <br />(b) GMP 85-17 <br /> <br />Group housing project application of J. Michael Sasser, owner, for fir, <br />townhouse condominiums on land lying to the north of High Street, West <br />and to the east of Clover Hill Drive. <br /> <br /> J. Michael Sasser, 5709 Churchland Boulevard, owner, sp6ke in support of Items Z 85-25 <br />and GHP 85-17. <br /> <br /> (a) Motion of Mr. Gray and seconded by Mrs. Webb, to concur in the recommendation of <br />the Planning Commission, to rezone for multi-family development on land lying to the north of <br />High Street, West, and to the east o£ Clover Hill Drive, from Residential R-150 to Residential <br />R-75, the following ordinance was approved on first reading,b~dm~$ma~ptsd~by unanimous vote <br /> <br />"ZONING ORDINANCE AMENDMENT Z 85-25" <br /> <br /> (b) Motion of Mr. Beamer and seconded by Mrs. Webb, to concur in the recommendation of <br />the Planning Commission, GHP 85-17 for five townhouse condominiums on land lying to the north <br /> <br />of High Street, West, and to the <br />u~nanimous vote. <br /> <br /> (c) Use Permit UP 85-10 - <br /> <br />east of Clover Hill Drive, was approved on first reading by <br /> <br />Use permit aPPlication of Kenneth D~~ Slaughter, <br />K. Crockett and Nicholas F. Martino, owners, to <br />duplex to a triplex at 200 Florida Avenue. <br /> <br />Christopher <br />convert a <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, to concur in the recommendation of the <br />Planning Commission, UP 85-10 to convert a duplex to a triplex at 200 Florida Avenue, was <br />approved on first reading, and was adopted by unanimous vote. <br /> <br />(d) Use Permit UP 85-11 - <br /> <br />Use permit application of Johnny Owens and Richard D. Knadft, <br />owners, to convert a single family residence to a duplex at <br />626 Broad Street. <br /> <br /> Motion of Mr. Gray <br />Planning Commission, UP <br />Street, was approved on <br /> <br />and seconded by Mrs. Webb, to concur in the recommendation of the <br />85-11 to convert a single family residence to a duplex at 626 Broad <br />first reading, and was adopted by unanimous vote. <br /> <br />GHP 85-18 - Group housing project application of John M. Staylor and Chris Boyette,, <br /> owners, for ten condominium units on land at the southwest corner of <br /> West Norfolk Road. <br /> <br /> Gerald F.
