July 23, 1985 <br /> <br /> Virginia Anderson, 215 Charles Avenue, inquired as zo the number of units can be placed <br />without the group housing project, and if landscaping can be imposed. <br /> <br /> The City Planner responded that 21 units could be built and that landscaping could not <br />be imposed. <br /> <br />Mrs. Anderson spoke in opposition to the group housing project. <br /> <br /> F. W. Matthews, 4024 Deep Creek Boulevard, inquired about the number of units to be <br />approved, and concurred with the 28 units for approval. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that GHP 85-16 for four apartment buildings <br />containing eight units each on property of the northwest corner of Deeo Creek Boulevard and <br />Benton Avenue, be approved on first reading with the four (4) recommendations presented by the <br />community and that an attempt be made to communicate with the developer and sub-committee, <br />and?was~adopt~d by unanimous vote~ <br /> <br />PARKING VARIANCE Request of Mr. John Mc~lynn, Owner, by Kirk Berkeley, <br />Architect, for a special exception of off-street parking requirements for <br />proposed renovation and re-use of the Catholic Club at 450 Court Street in <br />D-1 District, deferred from the regular meeting of June 11, 1985. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that the matter be deferred until the <br />meeting of September 24, 1985, and was adopted by unanimous vote. <br /> <br />REPORTS FROM THE CITY MANANGER <br /> <br /> 85-207 Letter from the City Manager recommending adoption of an ordinance to amend <br />Chapter 23 of the Portsmouth City Code clarifying Portsmouth Parking Authority powers. <br /> <br /> "Over the years, surface parking structures have been added to the inventory of parking <br />lots and garages of the Portsmouth Parking Authority's facilities for public parking. However <br />none of them have been added to the City Code authorizing the Parking Authority to regulate <br />use of these facilities and establish rules and procedures. <br /> <br /> It is, therefore, recommended that the attached ordinance be adopted delineateing those <br />structures and facilities and establishing the authority for the Parking Authority to enforce <br />its regulations concerning parking privileges. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY ~X4ENDING SECTION 23-293 THEREOF, AND BY ENACTING SECTION 23-294 PERTAINING <br />TO PORTSMOUTH PARKING AUTHORITY LOTS AND GARAGEST" <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br /> 8S-208 Letter from the City Manager recommending adoption of an ordinance to close <br />a portion of Bourbon Street. <br /> <br /> "Portsmouth Redevelopment and Housing Authority made application to close a portion of <br />Bourbon Street. <br /> <br /> Viewers were appointed by City Council and have reported that no inconvenience would <br />result to adjoining p~operty owners. The Engineering and Public Works Departments have re- <br />quested that an easement be retained for drainage on the property.
