August 25, 2026 Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None 26 - 197 - Items Submitted by Council Members Mr. Tillage asked City Manager Carter for the status and timeline of the Memorandum  of Understanding (MOU) that will transfer the school capital improvement projects to the Portsmouth Public Schools. He also asked that City Manager Carter provide clarity on the structure of the MOU.  City Manager Carter provided a response to the inquiry. Motion by Mr. Tillage, and seconded by Ms. Thomas, to add an item to the agenda regarding placing an ordinance on the September 22, 2026, City Council agenda pertaining to collective bargaining and to have a closed session discussing collective bargaining on September 8, 2026, and was adopted by the following vote: Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None Motion by Mr. Tillage, and seconded by Mr. Moody, to add the collective bargaining ordinance to the September 22, 2026, City Council agenda and to have a closed session on collective bargaining September 8, 2026, and was adopted by the following vote: Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None Vice Mayor Moody spoke in support of funding the 11 additional firefighter positions  and asked that those positions be included as part of the upcoming budget discussions. He also asked for a report back on his request. Dr. Dodson asked City Manager Carter when request for proposals (RFP) come to  City Council and when they don’t.  City Manager Carter responded to the inquiry. Ms. Bryant informed citizens and City Council of the new date for National Night Out  which is scheduled for October 6, 2026 at Festival Park. Ms. Thomas inquired about the RFP process and whether City Council will be privy to  how Minority and Women-owned Business Enterprise (MWBE) goals are being implemented in the process.  City Manager Carter responded to the inquiry. Vice Mayor Moody offered kudos to the Portsmouth Powerboat Association for their  Powerboats in the Park event. 26 - 198 - Report on Pending Items  City Manager Carter informed citizens and City Council of the peanut butter and jelly collection drive for the Food Bank.  City Manager Carter informed citizens and City Council of the start of the fall Government 101 classes which begin September 28, 2026. Online registration for the classes will be September 8, 2026, at noon. 26 - 199 - Non-Agenda Speakers 1. Coleman Young, 603 Dinwiddie Street, voiced his concern with the RFP process for a pavilion vendor operator. 2. William Boger, 3704 Winchester Drive, spoke in support of collective bargaining.
