<br />At a Regular Meeting of the City Council on Tuesday, August 25, 2026, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Derek G. Challenger.

<br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Thomas, to adopt the minutes of a
<br />Called Meeting of July 28, 2026, and of a Regular Meeting of July 28, 2026, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None

<br />
<br />26 - 194 - Public hearing a on use permit applications:
<br />
<br />a. UP-26-04OREGON ACRES
<br /> - Resolution granting the request of Pro-Home
<br />Builders, LLC for a Use Permit to construct six townhouse units on
<br />approximately 0.52 acres located at 2400 Airline Boulevard in the
<br />General Mixed-Use (GMU) zoning district. The Future Land Use
<br />Map in the Build One Portsmouth Comprehensive Plan designates
<br />this property for mixed-use corridor uses.
<br />
<br />1. Juan Aponte, 2400 Airline Boulevard, presented the application.
<br />
<br />2. David House, P. O. Box 3002, spoke in opposition to this item.
<br />
<br />3. Alexandra Westfall, 4102 Scott Street, spoke in opposition to this item.

<br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt Item UP-26-04 and

<br /> - Resolution granting the request of K. Alexander for
<br />a Use Permit to allow the development of seven townhome units
<br />on the properties located at 1211 Rodman Avenue and 3614 Race
<br />Street in the Multi-Family Urban Residential (UR-M) zoning district.
<br />The properties are owned by Kevin Alexander. The properties are
<br />approximately 0.189 and 0.185 acres, respectively, and 0.37 acres
<br />combined. The Future Land Use Map in the Build One Portsmouth
<br />Comprehensive Plan designates the properties for mixed-use
<br />corridor uses.
