<br />August 25, 2026 <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />“ORDINANCE APPROPRIATING $600,000 FROM THE FUND BALANCE OF THE <br />GENERAL FUND TO THE FY 2027 GENERAL FUND BUDGET TO PROVIDE <br />FUNDING TO THE PORTSMOUTH SHERIFF’S OFFICE FOR THE SALARIES AND <br />BENEFITS OF FIVE (5) FULL-TIME SCHOOL RESOURCE OFFICERS.” <br /> <br />26-195f: <br /> <br />Adoption of an ordinance accepting Child Psychiatry and Children's Crisis <br />Response funding in the amount of $96,585 from the Virginia Department of <br />Behavioral Health and Developmental Services, through the Hampton-Newport <br />News Community Services Board as regional fiscal agent, and appropriating said <br />amount in the FY 2027 Behavioral Healthcare Service Fund for use by BHS to <br />provide child psychiatry and children's crisis response services. <br /> <br /> <br />Background: <br /> <br />PBHS has received Child Psychiatry and Children's Crisis Response funding in <br />● <br />the amount of $96,585 for FY 2027, provided by the Virginia Department of Behavioral <br />Health and Developmental Services (DBHDS) and administered through the Hampton- <br />Newport News Community Services Board (HNNCSB) as regional fiscal agent. <br />These funds are intended to create new or enhance existing community-based <br />● <br />crisis response services, with the goal of diverting children from inpatient psychiatric <br />hospitalization to less restrictive services in or near their communities. Services may <br />include board-certified child psychiatry, psychiatric nurse practitioner services, mobile <br />crisis response, and community stabilization. PBHS will use the funds for child psychiatry <br />and crisis clinician services. <br />DBHDS requires each provider that receives these funds to enter into a <br />● <br />memorandum of understanding with the regional fiscal agent. The governing MOU <br />between PBHS and HNNCSB has a term of July 1, 2026 through June 30, 2028, and <br />renews annually for up to five years. <br /> <br />Discussion: <br /> <br />HNNCSB, as regional fiscal agent, distributes the funds to BHS and reports on <br />● <br />their use to DBHDS. Funds are distributed through semi-monthly electronic fund transfers <br />beginning with the July 1 payment of each state fiscal year. <br />This action accepts and appropriates the FY 2027 allocation of $96,585. The MOU <br />● <br />covers the FY 2027 through FY 2028 biennium; subsequent years' allocations would be <br />accepted separately. <br /> <br />Financial Impact: <br /> <br />These are restricted DBHDS Child Psychiatry and Children's Crisis Response <br />● <br />funds administered through a regional fiscal agent. No local match is required as a <br />condition of the funding. <br />Estimated revenues and expenditures in the FY 2027 Behavioral Healthcare <br />● <br />Service Fund will increase by $96,585. <br /> <br />Recommended Action: <br />Adoption of the ordinance.
