<br />August 24, 2026 <br /> <br />At a Called Meeting of the City Council on Monday, August 24, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, *Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Derek Challenger, City Assessor Steve Edwards. <br /> <br />26 - 188 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, August 24, 2026, for the <br />purpose of a Joint Meeting with the Crime & Gun Violence Prevention Commission. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Crime & Gun Violence Prevention Commission Members Present: <br />James Cullen, Chair <br />Sarah Wray <br />Dr. Vikki McDonald <br />Eugene Swinson <br />Lateacia Sessoms <br /> <br />26- 189 - The following item was discussed in Public Work Session: <br /> <br />1. Joint Meeting with the Crime & Gun Violence Prevention Commission – James <br />Cullen, Chair <br /> <br />Chair Cullen and the commissioners introduced themselves and briefly shared their <br />background. He shared a detailed proposal for Project Impact with SOP and checklist <br />in advance with all attendees, and he followed up with an extensive breakdown of that <br />proposal. <br /> <br /> <br /> Mrs. Thomas asked whether it’s possible to use current data for risk modeling <br />and simulation instead of waiting for an incident to happen. Chair Cullen <br />responded at length. <br /> <br /> <br /> Mr. Moody asked about the new placement of the Parking Authority under the <br />direction of the Police Department and the specifics of officer deployment. City <br />Manager Carter and Chief Jenkins provided some clarification. <br /> <br /> <br /> Mr. Tillage asked what the process is to ensure the identified issues are <br />addressed and the necessary steps are implemented. City Manager Carter <br />responded. He also asked to consider incorporating assistance and workforce <br />development opportunities for the parents, as well as youth programs, and Chair <br />Cullen responded. <br /> <br /> <br /> Mr. Hugel asked for and received consensus to ask the City Manager to put the <br />proposed actions into an implementation plan. City Manager Carter answered in <br />detail and outlined the action items. <br /> <br /> <br /> Mrs. Bryant asked for clarification on the suggested partnership with ODU and <br />what it may look like, and City Manager Carter and Chair Cullen answered. <br /> <br /> <br /> Mr. Dodson asked for the name of the ODU group and whether any of the groups <br />from ODU and Christopher Newport University could cross over, and Chair <br />Cullen answered. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
