July 28, 2026 26-178b: Adoption of an ordinance accepting Family Partnership Meeting Incentive Program funding in the amount of $2,100 from the Virginia Department of Social Services and appropriating said amount in the FY 2027 Social Services Fund for use by the Department of Social Services. Background:  Family engagement is a relationship focused approach, that provides structure for decision making and empowers both the family and community in the decision-making process. Meetings are held for all decisions involving prevention of placement in very high- and high-risk CPS families, prior to a child’s removal from a birth or adoptive family, prior to a change of placement, and prior to a change of goal.  Family Partnership Meetings can be convened at any time in the process of service provision. They may be requested by the birth, foster or adoptive family, the legal guardian, or agency staff. Discussion:  Family Partnership Meeting (FPM) Incentive Funds are to assist with costs for local staff expenses associated with conducting FPMs such as payments to trained facilitators for conducting FPMs, search activities to locate and include family members, and payments to coaches for internal facilitations.  Funds allow for the purchase of tangible items used to support the FPM process (such as laptops, printers, flip charts, etc.). FPM funds are also utilized to support family participation in the FPMs. Allowable expenses include: transportation for family members to and from FPMs, and childcare provided during FPMs.  During the period from March 1, 2026 – May 31, 2026, the Department of Social Services earned Family Partnership Meeting funds in the amount of $2,100. Financial Impact:  A local match is required.The local match is 15.5%, which match has previously been appropriated in the FY 2027 Social Services Fund Budget. Recommended Action:  Adoption of the ordinance. Strategic Pillar #4: Safe, Connected, and Thriving Community. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. “ORDINANCE ACCEPTING FAMILY PARTNERSHIP MEETING INCENTIVE PROGRAM FUNDING IN THE AMOUNT OF $2,100 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2027 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES. ” 26-178c: Adoption of an ordinance accepting funding in the amount of $564,882 from the Virginia Department of Criminal Justice Services and appropriating said amount in FY 2027 Grants Fund for use by the Commonwealth’s Attorney’s Office for the Victim Witness Program. Background:  A Victim Witness Grant is funding provided to support services for victims and witnesses of crime. The grant ensures that individuals affected by crime receive assistance, information and support throughout the criminal justice process.
