C. Norcom <br />˗ <br />High School. <br /> <br /> Ms. Thomas asked for a quarterly update on the Minority and Women-Owned <br /> <br />Business Enterprise (MWBE). She suggested that the MWBE administrator provide <br />an update at an upcoming meeting. <br /> <br /> Ms. Thomas asked that the discussion of collective bargaining be placed on an <br /> <br />upcoming Public Work Session. She also asked for more joint meetings between City <br />Council and School Board. <br /> <br /> Mr. Tillage provided an update on the Legislative Policy Committee meeting. He also <br /> <br />asked that his Council colleagues send any legislative ideas to the liaisons for this <br />committee before the end of August. <br /> <br /> Mr. Hugel spoke on the Horizons Hampton Roads graduation ceremony. <br /> <br /> <br /> Councilman Hugel asked for and received a consensus of City Council to have City <br /> <br />Manager Carter identify a funding source to provide $600,000 for elementary school <br />resource officers. <br /> <br /> Mayor Glover informed citizens that the jail had been demolished. <br /> <br /> <br />26 - 183 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />26 - 184 - Non-Agenda Speakers <br /> <br />1. Sergio Neal, 2102 Nashville Avenue, informed citizens and City Council that the issue <br />between Parks and Recreation and New Generation Band had been resolved. <br /> <br />2. Coleman Young, 603 Dinwiddie Street, asked City Council to put out a request for <br />proposal (RFP) for a pavilion vendor operator. <br /> <br /> City Manager Carter informed citizens and City Council that an RFP will go out on <br />August 15, 2026. <br /> <br />3. David House, P. O. Box 3002, spoke on a property with nuisance and zoning issues. <br />He informed City Council that City staff have recognized the magnitude of the <br />violations on this property and have responded. <br /> <br />4. Alexandra Westfall, 4102 Scott Street, voiced her concern with derelict properties and <br />the special exception process. <br /> <br /> <br /> <br /> <br />
