<br />July 13, 2026 <br /> <br />At a Called Meeting of the City Council on Monday, July 13, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Yolanda E. Thomas, City Manager Steven Carter, City <br />Attorney Derek Challenger, Deputy City Assessor Graham Shearin. <br /> <br />26 - 160 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, July 13, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26- 161 - The following item was discussed in Public Work Session: <br /> <br />1. Zoning – Narrow property setbacks <br /> <br /> <br /> Mr. Hugel asked for clarification on whether a law exists mandating approval of <br />special exception applications and whether overlay districts can be created. City <br />Attorney Challenger answered and will do further research to bring back. <br /> <br /> <br /> Mr. Moody asked if the Board of Zoning Appeals could reject something that <br />doesn’t conform to the existing neighborhood, and City Manager Carter <br />answered. <br /> <br /> <br /> Ms. Thomas requested a detailed explanation of the difference between the <br />proposed and current review processes, and Dr. Russell responded. <br /> <br /> <br /> Mr. Hugel asked for consideration to provide training for the commissioners on <br />the current standards for case-by-case review, and City Manager Carter <br />responded. <br /> <br />26 – 162 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting <br />(A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation <br />with legal counsel employed by the public body regarding specific matters requiring the <br />provision of legal advice by such counsel, specifically regarding Collective Bargaining; <br />and (B) pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation or briefing in an open meeting would adversely affect the negotiating or <br />litigating posture of the public body, specifically regarding Cindy and Todd Lloyd v. City <br />of Portsmouth, Portsmouth Circuit Court Case Number CL 25-3206. <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
