June 23, 2026 Discussion:  The Code amendment authorizes the City Manager to install not just parking meters, but also mobile pay signage and stations.  The amendment also adds High Street from Water Street to Effingham Street as a paid parking zone.  The amended parking rates provide that most parking will be free for the first 2 hours. Exceptions include residential off-street lots (free all day) and the Civic Center, City Hall, and Judicial Center spaces (no free period).  After the free 2 hours, parking will be $3.00 per hour in the High Street zone and $2.00 per hour in other pay spaces. Parking fees will only be charged between 8 AM and 6 PM Monday through Friday. Financial impact:  The fiscal impact of the revised rates and structure is uncertain and will be monitored. Recommended Action:  Adoption of the ordinance. Strategic Pillar # 3: Economic Growth & Citywide Revitalization. Next Steps Following Council Action:  The City and Parking Authority will continue the transition to a mobile pay system.  The new rates will take effect on July 1, 2026. Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND AND REORDAIN ARTICLE IX (STOPPING, STANDING AND PARKING) OF CHAPTER 22 (MOTOR VEHICLES AND TRAFFIC) AND APPENDIX A OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF MODIFYING REQUIREMENTS AND FEES PERTAINING TO ON- STREET PAID PARKING AND PARKING IN CITY OR PARKING AUTHORITY LOTS AND GARAGES.” Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover Nays: None - City Manager’s Report - Consent Agenda: 26-152a: Adoption of an ordinance to amend and reordain Divisions 5 (Rehabilitated Real Estate) and 6 (Rehabilitated Real Estate in Urban Enterprise Zone) of Article III (Exemptions from Real Estate Taxes) of Chapter 35 (Taxation) of the Code of the City of Portsmouth, Virginia to modify the rules and requirements applicable to the Rehabilitated Real Estate Assessment Credit Program. Background:  For several decades the City has maintained a Rehabilitated Real Estate Assessment Program in accordance with Sections 58.1-3220 and 58.1-3221 of the Virginia Code.  The program incentivizes the substantial rehabilitation of properties by essentially freezing the assessed value of rehabilitated structures at the assessment amount that existed prior to the rehabilitation for a period of ten years from completion. Rehabilitated properties located in an urban enterprise zone are eligible for an additional five-year period during which the assessment credit is gradually reduced.
