June 09, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 9, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., City Manager Steven Carter, <br />City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of May 26, 2026, and of a Regular Meeting of May 26, 2026, and was adopted <br />by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Graduation acknowledgements for the Portsmouth Government 101 Class. <br /> <br /> <br />- Public Hearing - <br /> <br />26 - 143 - Public hearing on use permit applications: <br /> <br />OAKDEN <br />(a) UP-26-01 - Resolution granting the request of T. Baker & T. Williams <br />for a Use Permit for the development of three townhouse units on <br />approximately 0.21 acres located at 531 Edwards Street in the Multi- <br />Family Urban Residential (UR-M) zoning district. The Future Land <br />Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property for mixed-use employment. Planning <br />Commission recommends approval with conditions. <br /> <br />1. Irving Henderson, 307 W. Church Street, Elizabeth City, NC, presented the application. <br /> <br />2. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-26-01) TO T. BAKER AND T. <br />WILLIAMS TO CONSTRUCT THREE TOWNHOUSE UNITS AT 531 EDWARDS <br />STREET (TAX PARCEL 0039-0510). <br /> <br /> <br />WHEREAS <br /> , T. Baker and T. Williams, the owners of the subject property, have <br />made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth, <br />Virginia for the granting of a use permit to construct three townhouse units at 531 Edwards <br />Street (Tax Parcel 0039-0510); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
