May 26, 2026 “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,200 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR THE FAMILY PARTNERSHIP MEETING INCENTIVE PROGRAM.” 26-132g: Adoption of an ordinance to accept Local Staff and Operations Pass-Thru funding in the amount of $76,957 from the Virginia Department of Social Services and appropriating said amount in the FY2026 Social Services Fund. Background:  Portsmouth Department of Social Services (PDSS) operates on a June 1 to May 31 fiscal year. The Department’s operations are supported primarily by Base Staff and Operations funding; said funding is comprised 84.5% of non-local funding and 15.5% local funding.  When Base Staff & Operating funds are depleted, then the Pass-Thru Local Staff and Operations funds are utilized; this funding is comprised of 34% non-local funding and 66% local funding. Discussion:  The Department will expend all of its Base Local Staff and Operations funds by the end of its fiscal year.  The Virginia Department of Social Services has approved an additional $226,344 of Pass-thru funding.  The breakdown of said Local Staff and Operations funding is $76,957 non-local, and $149,387 local.  There is sufficient local match already appropriated in the Social Services Fund Budget. Financial Impact:  The FY 2026 Social Services Fund budget will increase by $76,957. Recommended Action:  Adoption of the ordinance. Strategic Pillar #2: Financial & Operational Excellence. Next Steps Following Council Action:  The PDSS Finance Department will make the appropriate budget adjustments. “ORDINANCE TO ACCEPT LOCAL STAFF AND OPERATIONS PASS-THRU FUNDING IN THE AMOUNT OF $76,957 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND.” 26-132h: Adoption of an ordinance accepting Commonwealth Development Opportunity Fund grant funds in the amount of $265,000 from the Virginia Economic Development Partnership Authority and appropriating said funds in the FY 2026 Grants Fund for distribution to Portsmouth Port and Industrial Commission and Radian Forge Inc. upon receipt of the funds and satisfaction of the grant requirements. Background:  Radian Forge Inc. has established a new wire arc additive manufacturing facility in Portsmouth to make large-scale specialty parts for ships using 3-D printing technology.  The Virginia Economic Development Partnership Authority has awarded Radian Forge a Commonwealth Development Opportunity Fund grant in the amount of $265,000 for the purpose of inducing the company to construct, expand, equip, and improve the facility.
