May 26, 2026 <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,200 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR THE FAMILY <br />PARTNERSHIP MEETING INCENTIVE PROGRAM.” <br /> <br />26-132g: <br /> <br />Adoption of an ordinance to accept Local Staff and Operations Pass-Thru funding <br />in the amount of $76,957 from the Virginia Department of Social Services and <br />appropriating said amount in the FY2026 Social Services Fund. <br /> <br />Background: <br /> <br /> Portsmouth Department of Social Services (PDSS) operates on a June 1 to May <br />31 fiscal year. The Department’s operations are supported primarily by Base Staff and <br />Operations funding; said funding is comprised 84.5% of non-local funding and 15.5% local <br />funding. <br /> <br /> When Base Staff & Operating funds are depleted, then the Pass-Thru Local Staff <br />and Operations funds are utilized; this funding is comprised of 34% non-local funding and <br />66% local funding. <br /> <br />Discussion: <br /> <br /> The Department will expend all of its Base Local Staff and Operations funds by the <br /> <br />end of its fiscal year. <br /> <br /> The Virginia Department of Social Services has approved an additional $226,344 <br /> <br />of Pass-thru funding. <br /> <br /> The breakdown of said Local Staff and Operations funding is $76,957 non-local, <br /> <br />and $149,387 local. <br /> <br /> There is sufficient local match already appropriated in the Social Services Fund <br /> <br />Budget. <br /> <br />Financial Impact: <br /> <br /> The FY 2026 Social Services Fund budget will increase by $76,957. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance.
