<br />At a Called Meeting of the City Council on Tuesday, May 26, 2026, there were

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, *Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Derek G. Challenger.

<br />26 - 128 - Mayor Glover called the meeting to order and welcomed all in attendance.

<br /> "Please attend a called meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 26, 2026, for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />26 - 129 - The following items were discussed in Public Work Session:
<br />
<br />1. Parking Ordinance Changes - James Wright, City Engineer
<br /> Mayor Glover asked City Manager Carter to move forward with the 2-hour free
<br />˗
<br />parking and other way finding strategies as it relates to parking along High Street.
<br />
<br />2. RAISE Grant Streetscape - James Wright, City Engineer
<br /> There was a consensus of City Council to proceed with Option 1 with the caveat
<br />
<br />to discuss the possibility of installing roundabouts as development progresses.
<br />
<br />3. City Manager Agenda Review - Steven Carter, City Manager

<br />4. City Council Liaison Reports

<br /> Behavioral Healthcare Services Advisory Board update.

<br />26 - 130 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with
<br />legal counsel employed by the public body regarding specific matters requiring the
<br />provision of legal advice by such counsel, specifically regarding the Rehabilitated Real
<br />Estate program under divisions 5 and 6 of article 3 of chapter 35 of the City Code.
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded by the City Council.

<br />The motion was adopted by the following vote:
