<br />May 12, 2026 <br /> <br />26 - 125 - Items Submitted by Council Members <br /> <br />• Motion by Mr. Hugel, and seconded by Mr. Moody, to appoint Derek Challenger as <br />City Attorney beginning May 13, 2026, at a salary of $200,000 and that his contract details <br />be negotiated by the Personnel Committee on behalf of the City Council, and was adopted <br />by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Glover <br />Nays: Thomas, Tillage <br /> <br /> Dr. Dodson asked City Manager Carter to bring back the feasibility of opening Cradock <br /> <br />Middle School as a recreation center. <br /> <br /> Mr. Tillage informed citizens and City Council of Senior Sports Day happening May <br /> <br />12 through May 15, 2026. <br /> <br /> <br /> Ms. Bryant spoke on the following: <br /> <br /> Support Portsmouth Public Art Mural Fest. <br />˗ <br /> Roc the Block, May 14, 2026 in Olde Towne. <br />˗ <br /> <br /> Mr. Hugel spoke on the following: <br /> <br /> National Day of Prayer. <br />˗ <br /> Ribbon cutting at Bains Pointe. <br />˗ <br /> Mural Fest. <br />˗ <br /> Small Business of the Year Award Ceremony. <br />˗ <br /> <br /> Ms. Thomas gave kudos to staff and Mayor Glover for a job well done on the State of <br /> <br />City event. She also congratulated the 34 high school students who received <br />associate degrees. <br /> <br /> Vice Mayor Moody congratulated City Manager Carter on the smooth budget process. <br /> <br /> <br /> Ms. Thomas spoke on the success of the Spring Portsmouth Wine Fest and gave <br /> <br />kudos to the organizers. <br /> <br /> Vice Mayor Moody informed citizens of the upcoming Memorial Day Parade. He also <br /> <br />informed citizens that Councilman Hugel would be the Master of Ceremonies this year. <br /> <br /> Mayor Glover informed citizens of the rededication ceremony of the Jubilation statue, <br /> <br />th <br />Wednesday, May 20, 2026. He also informed citizens of the 35 Annual Umoja <br />Festival, Friday, May 22, 2026. <br /> <br />26 - 126 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br /> City Manager Carter thanked all departments for their hard work. He also reminded <br /> <br />staff and citizens of Roc the Block. In addition, he congratulated Derek Challenger on <br />his appointment to City Attorney. <br /> <br />26 - 127 - Non-Agenda Speakers <br /> <br />1. Tony Goodwin, 38 Linden Avenue, informed City Council of the unsolicited proposal <br /> he submitted to help with tourism. <br /> Councilman Dodson asked City Manager Carter to provide an update on the way <br />˗ <br />fare signs and the unsolicited proposal. <br /> <br />2. David House, P. O. Box 2002, voiced his concerns with a nuisance property. <br /> Councilman Dodson asked City Manager Carter to provide an update on the <br />˗ <br />property at 1131 Crawford Parkway. <br /> Councilwoman Thomas asked City Attorney Challenger for an update on the <br />˗ <br />nuisance property referenced by Mr. House. <br /> <br /> <br /> <br /> <br />
