<br /> <br />May 11, 2026 <br /> <br />At a Called Meeting of the City Council on Monday, May 11, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />26 - 114 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, May 11, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Economic Development Authority Members Present: <br />Malcolm Mitchell, Chairman <br />Neal Barber, Vice-Chair <br />Theresa Saunders-Smith, Treasurer <br />Heather Harkleroad <br />Ross Morgan <br />Joe Harmon <br />Camille Cherry <br />Brian Donahue, Director of Economic Development <br /> <br />26 - 115 - The following items were discussed in Public Work Session: <br /> <br />1. Joint Meeting with Economic Development Authority <br /> Councilwoman Thomas asked that City Council receive regular updates on the <br />˗ <br />Crawford Bay Development project. <br /> <br /> Brian Donahue, Economic Development Director, shared that there will be a <br />third community meeting once they have identified the development partners <br />that are being shortlisted. He also informed City Council that updates will be <br />provided as the process moves along. <br /> Vice Mayor Moody asked that an update be provided informing City Council of <br />˗ <br />what tools can be used to deal with blight. <br /> <br /> City Manager Carter informed City Council that the City Assessor’s Office along <br />with Permits and Inspections are working on a process to deal with blight. <br /> Councilman Tillage asked that City Council be provided an update on the <br />˗ <br />process at the next Public Work Session. <br /> <br />26 - 116 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed or retained by the public body regarding specific <br />matters requiring the provision of legal advice by such counsel, specifically regarding <br />Section 2-114 of the City Code; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussion and consideration regarding appointments to Boards and Commissions, the <br />position of City Auditor, and the position of City Attorney. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
