<br />deferred from the regular meeting of July 23, 1985.

<br /> On mo~ion of Mr. Gray and seconded by Mr. Beamer, to approve on first reading parking
<br />variance to John McGlynn, as requested, and was adopted by unanimous vote.

<br /> 85-280 Letter from the City Manager recommending adoption of an ordinance to appro-
<br />priate $4,525,357 from the Public Utilities Capital Improvement Fund for the construction of
<br />the Camden Avenue and Rodman Avenue replacemen~ sewers and award of contract.
<br />
<br /> "The Director of Public Utilities has requested an appropriation in the amount of
<br />$4,525,357 to provide funds for the construc~mon of the Camden Avenue and Rodman Avenue
<br />replacement sewers. These projects are part of the over all Environmental Protection Agency
<br />~rant for improvements to Pinners Point Wastewater Treatment Plant and related system. At-
<br />tached is an updated breakdown of the completed and planned constructmon under this program.
<br />The replacement sewers are not included in the facilities which will be transferred to the
<br />Hampton Roads Sanitation District under the pendin~ agreement for ~he sale of the treatment
<br />plant.
<br />
<br /> The sewer lines to be replaced are the two largest interceptors within the City. They
<br />are currently in a state of advanced deterioration and due to numerous leaks are frequently
<br />overloaded. The new lines will not only eliminate a major mamntenance expense but will
<br />additionally provide adequate capacity for future growth.
<br />
<br /> Funding for the projects will be sh~red among the City (22%), EPA (66%), and the U. S.
<br />Navy (12%). Bids for the work were reaeived on August 2], 1985 and are as follows:

<br /> The Director of Public Utilities has investigated the respective low bidders with re-
<br />gard to both ability to perform the work and financial status and he recommends award of
<br />the contracts to the apparent low bidders. The total combined costs for the two contracts
<br />is ~4,S2S,357.

<br /> I recommend that the attached ordinance'appropriating $4,525,357 be approved on first
<br />reading and that the contract for the Camden Avenue Replacement Sewer be awarded to T. A.
<br />Loving Company and the contract for the Rodman Avenue Replacement Sewer be awarded to W. R.
<br />Hall, Inc. Time allowed for c~mpletion of the projects is one year.
