<br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was approved on
<br /> first reading, and was adopted by unanimous vote:
<br />
<br /> "AN ORDINANCE TO APPROPRIATE $40,000 FROM THE CAPITAL IMPROVEMENT FUND AND
<br /> $20,000 FROM THE PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND FOR EXPENSES RELATED
<br /> TO THE ISSUANCE OF $30,000,000 GENERAL OBLIGATION AND PUBLIC UTILITY BONDS."

<br /> (d) A motion to hold a meeting of the City Council at 1:00 P.M., local time, on
<br />October 29, 1985, for the purpose of considering bids on the sale of $20,150,000 of General
<br />Obligation Public Improvement Bonds and $9,850,000 of General Obligation Public Utility Bonds.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Gray, to hold a meetang of the City Council
<br />at 1:00 P.M., local time, on October 29 1985 for purpose stated aboved, was adopted by
<br />unanimous vote. ' '

<br /> 85-283 Letter from the City Manager recommending adoption of a resolution authorizing
<br />the purchase of fifteen school buses, nine trucks, one autamobile, one tractor, and other main
<br />tenance equipment for the Portsmouth Public Schools.
<br />
<br /> "The 1985-86 School budget contained appropriation for the purchase of school buses, main-
<br />tenance trucks and other maintenance equipment. It was antxcmpated that such purchase would
<br />be made by the method of a lease purchase or conditional sale agreement. The School Adminis-
<br />tration has obtained proposals from financial institutions for the purchase of fifteen new
<br />buses, nine trucks, one automobile, one tractor and other maintenance equipment by this method.
<br />
<br /> The most.favorable proposal for such financial arrangements was made by Sovran Leasing
<br />Corpo-ration.
<br />
<br /> Section 22.1-110, Code of Virginia, provides that any such financial arrangements for
<br />the purchase of school equmpment receive the approval of the local governing body. I recom-
<br />mend approval oF the resolution on your agenda tonight so that the financial arrangements may
<br />be completed and the equipment delivered as soon as possible.'

<br /> On motion of Mr. Corprew and seconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE PURSHASE OF FIFTEEN SCHOOL BUSES,
<br />AUTOMOBILE, ONE TRAZTOR AND OTHER MAINTENANSE E~UIPMENT FOR THE
<br />SCHOOLS.

<br /> WHEREAS, Portsmouth Public Schools has made~Tr~.~m~t~ to acquire fifteen school buses,
<br />nine trucks, one automobile, one tractor and other maintenance equipment to replace the exist-
<br />ing fleet and maintenance equipment; and
<br />
<br /> WHEREAS, the method of purchase thereof is by conditional sales agreement to be issued by
<br />Sovran Leasing Corporation for a term of five years; and
<br />
<br /> WHEREAS, such method of purchase shall not resul~ in further obligation to the City of
<br />Portsmouth beyond the amount approprmated to the School Board for any current year and may be
<br />terminated by the School Board for subsequent years in the event funds are not appropriated.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the School Board of the City of Portsmouth, Virginia, be, and hereby is, authorized to purchas,
<br />fifteen school buses, nine trucks, one automobile, one tractor and other maintenance e~uipment
<br />in the aforesaid manner."

<br /> 85-284 Letter from the City Manager recommending adoption of a resolution authorizing
<br />the City Manager to sign a quit claim deed for certain property of the Churchland Land Company
<br />originally platted as a portion of Academy Avenue.
<br />
<br /> "The City has been requested by GSJ Enterprises, Inc., owner of property on the west side
<br />of Academy Avenue, to approve a quit claim deed conveying any interest which the City may have
<br />mn property at the end of Academy Avenue.
<br />
<br /> ~n 1908 ~he Churchland Land Company recorded a plat for the development of property in
<br />Churchland, Virginia. This plat dedicated certain land for public streets, including Academy
<br />Avenue. However, that portion of Academy Avenue between A Street (now Arden Street) and pro-
<br />perty now owned by Grove Baptist Church was not formally dedicated on the original plat. This
<br />property was shown for future extension of Academy Avenue. As you are aware, to this date
<br />neither Norfolk County, the City of Chesapeake br the City of Portsmouth have ever improved
<br />this property or used it for public'street purposes.
<br />
<br /> G&J Enterprises, Inc., has filed a petition in the Circuit Court of Portsmouth to have
<br />a receiver appointed for The Churchland Land Company in order to acqumre title to this propert
<br />for the purpose of expanding the existing architectural and engineering office.
<br />
<br /> I recommend approvai of the resolution on your agenda tonight to authorize the issuance
<br />of a quitclaim deed in order to clear any title problems concerning the potential interest of
<br />the City in the subject property."
