<br /> <br />April 28, 2026 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 28, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />26 - 104 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 28, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26 - 105 - The following items were discussed in Public Work Session: <br /> <br />1. MWBE Program Update - Rebecca Atkins, Minority Business Services Manager <br /> Vice Mayor Moody asked what percentage of small purchases go to small <br />˗ <br />businesses. <br /> <br /> Ms. Atkins will provide that information. <br /> <br />2. LINC District Streetscape - Wes Parker, Local Government Transportation Lead, VHB <br /> <br /> Councilman Tillage and Councilwoman Bryant volunteered to work with Wes Parker <br /> <br />to come up with additional renderings for City Council. <br /> Councilman Hugel asked that they provide a rendering that does not include a <br />˗ <br />median. <br /> <br />3. Budget Discussion - Trey Burke, Budget Manager <br /> <br /> There was a consensus of City Council agreeing on the changes to the civic <br /> <br />organizational funding with the change to include an additional funding line for ESIC <br />Clinic in the amount of $10,000. <br /> <br /> There was a majority consensus of City Council to increase the stipend to $1700 for <br /> <br />supplemental retirees. <br /> <br /> There was a consensus of City Council agreeing on the proposed Capital <br /> <br />Improvement Plan to include funding to replace or maintenance garage doors at <br />eleven fire stations. <br /> <br />26 - 106 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting <br />pursuant to Virginia Code subsection 2.2-3711(A)(6) for the purpose of discussing or <br />considering the investment of public funds where competition or bargaining is involved, <br />where, if made public initially, the financial interest of the governmental unit would be <br />adversely affected, specifically regarding the PPEA Interim Agreement. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> <br /> <br /> <br />
