April 14, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 14, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of March 23, 2026, of a Called Meeting of March 24, 2026, of a Regular Meeting <br />of March 24, 2026, and of a Called Meeting of March 31, 2026, and was adopted by the <br />following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Presentation to the Manor High School Girls Basketball Team. <br /> <br /> Mayor Glover recognized Jaenya Cooper, City Attorney Intern, for her academic and <br /> <br />professional accomplishments. <br /> <br />- Public Hearings - <br /> <br />26-97 Public hearing to solicit citizen comments on the Community Development <br /> Block Grant (CDBG) Annual Action Plan. <br /> <br />1. Nichole Davis, 6300 East Virginia Beach Blvd., Norfolk, spoke on the services provided <br /> by the Endependence Center and asked that City Council consider funding for <br /> FY2027. <br /> <br />26-98 (a) Public hearing to consider the Annual Operating Budget for FY2027. <br /> <br />1. Sergio Neal, 2101 Nashville Avenue, asked that citizens play a more active role in the <br /> budget process. <br /> <br />2. Garland Alexander, 2913 Tanbark Lane, asked for an increase in the stipend provided <br /> to those in the Portsmouth Supplemental Retirement System (PSRS). <br /> <br />3. Jack Lilienthal, 159 Mariners Way, Moyock, NC, asked for an increase in the stipend <br /> provided to those in PSRS. <br /> <br /> (b) Public hearing on the recommended 2027-2031 Capital <br /> Improvement Program. <br /> <br />There were no speakers. <br /> <br /> (c) Public hearing on proposed changes to Rates and Levies for the <br /> Fiscal Year ending June 30, 2027. <br /> <br />There were no speakers. <br /> <br /> Councilman Dodson asked that City Council have a discussion on reducing the <br /> <br />machine and tool tax. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
