October 8, 1985 <br /> <br /> At a regular meeting of the City Council held on Tuesday, October 8, 1985, there were <br />present: <br /> <br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J, Robert G2ay, <br />L. Louise Lucas, Gloria O. Webb, George L. Hanbury, City Manager, Steven <br />Lieberman, City Attorney. <br /> <br />Absent: Morton V. Whitlow <br /> <br /> Bishop Thomas E. Talley of Twines Memorial Church opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr.:Beamer and seconded by Mrs. ~ebb, to dispense with the approval of the <br />minutes of October 1, 1985, and was adopted by unanimous vote. <br /> <br /> 85-300 - Mayor Holley presented a Certificate of Appreciation to W. Scott Hardison, <br />former member of Transportation Safety Commission, for services rendered. <br /> <br />85-301 <br /> <br />Public Hearing on rezoning and use permit applications, and a proposed amendment <br />to the City Code: <br /> <br />(a) Zoning Petition Z 85-S~ <br /> <br />TRUXTUN NEIGHBROHOOD: Rezoning applicati6n of Virginia <br />District Convocation of the United Holy Church of <br />America, Inc., by Attorney Henry L. Marsh, III, for <br />multi-family development on the north side of Elliott <br />Avenue between Frederick Boulevard and Deep Creek Boul, <br />yard and lying south of the Tru×tun Elementary School; <br />from Residentail R-7S to Residential R-60-K Conditional. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, that Z 85-37 be deferred to the meeting of <br />October 22, 1985, and was adopted by unanimous vote. <br /> <br />(b) Zoning Petition Z 85~38 - <br /> <br />CRADOCK NEIGHBORHOOD: Rezoning application of George <br />Washington Highway Properties, by Vernon M. Duncan for <br />the Tedford Development Company, Inc., for multi-family <br />development generally located at the northwest corner <br />of George Washington Hightway and Alabama Avenue; from <br />Commercial C-2 to Residential R-60. <br /> <br /> Mayor Holley recognized three citizens who stood in opposition to the application. <br /> <br /> ~otion of Mr. Beamerl and 'seconded by Mrs. Webb, to concu~ in the recommendation of the <br />Planning Commission, Z 85~38 was deni6d, and was adopted by the following vo~e: <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Holley <br />Nays: None <br /> <br />(c) Use Permit UP 85-24 <br /> <br />PRENTIS PARK NEIGHBORHOOD: Use permit application of Robert <br />Weaver, by Vertee E. Riddick, for a day care center at 1717 <br />Maple Avenue. <br /> <br />Yvonne Cleveland, 1731 Maple Avenue, spoke in opposition of the application. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, to deny UP 85-24, and was adopted by the <br />f~llowing vote: <br /> <br />(d) <br /> <br /> Ayes: Beamer, Corprew, Gray, Lucas, Webb, Holley <br /> Nays: None <br /> <br />Use Permit UP 85-25 TRUXTUN NEIGHBORHOOD: Use permit apFlication of Philgrador <br /> D. Louise Hill, for a day care center at 2708 <br /> Bagley Street. <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, to concur in'the recommendation of the <br />Planning Commission, UP 85-25, was approved on first reading, and was adopted by 4-2 (Nays- <br />Lucas, Webb) vote. <br /> <br />(e) Use Permit UP 85-26 <br /> <br />- SIMONSDALE NEIGHBORHOOD: Use Permit application of Donna L. <br /> Voshell, by Pamela F. Reid, for a family care home at 113 <br /> Beaten Drive. <br /> <br />Pamela F. Reid, 113 Beaten Drive, was present to answer questions. <br /> <br /> Joseph E. Knight, 4820 Portsmouth Boulevard, <br />property and was opposed to the application.
