March 24, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 24, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of March 9, 2026, of a Called Meeting of March 10, 2026, and of a Regular <br />Meeting of Mach 10, 2026, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br /> Mayor Glover welcomed the Alpha Phi Alpha Fraternity Inc., Epsilon Nu Lambda <br /> <br />Chapter. <br /> <br />- City Manager’s Report - <br /> <br />Consent Agenda: <br /> <br />26-83a: <br /> <br />Adoption of an ordinance accepting funding in the amount of $27,500 from the <br />Virginia Crisis Intervention Team Coalition and appropriating said funds in the FY <br />2026 Behavioral Healthcare Service Fund for use in furtherance of the Portsmouth <br />Crisis Intervention Team program. <br /> <br />Background: <br /> <br /> By ordinance adopted March 10, 2026 City Council appropriated $33,235 in <br />funding from the Virginia Crisis Intervention Team Coalition for the Portsmouth Crisis <br />Intervention Team Program. <br /> <br /> The Virginia Crisis Intervention Team Coalition has provided an additional $27,500 <br />in funding for the Portsmouth Crisis Intervention Team Program. <br /> <br /> It is necessary to appropriate the additional allocation. <br /> <br />Discussion: <br /> <br /> Eligible uses of the funding include: <br /> Costs related to local Crisis Intervention Team (CIT) trainings <br />o <br /> Funding professional development opportunities for Portsmouth CIT instructors <br />o <br />and stakeholders <br /> Funding stakeholder recognition activities and events <br />o <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
