March 23, 2026 <br /> <br />These investments will help ensure Portsmouth maintains appropriate staffing levels with <br />well-trained personnel to serve the community effectively. <br /> <br />Financial & Operational Excellence <br /> <br />In this environment, continuous improvement is the standard: data-driven insights lead <br />our decisions, operational efficiency protects our resources, and unwavering <br />accountability guides every expenditure to deliver maximum value to our residents. <br /> <br />Training Opportunities <br /> <br />The proposed FY 2027 budget represents a massive 53% strategic expansion in municipal <br />training, increasing expenditures from $966,560 to $1,480,153. This $513,593 surge is <br />primarily driven by a robust recruitment and certification push within the Police and Fire <br />departments, signaling a prioritized investment in public safety personnel. Beyond <br />emergency services, significant funding is allocated to the Finance and Streets and <br />Highways divisions to facilitate critical software transitions and align operations with <br />updated regulatory standards. Ultimately, this budget shift moves beyond routine <br />maintenance to fund a comprehensive modernization of the city's workforce and digital <br />infrastructure. The new grade and step plan directly links career advancement to <br />expanded training opportunities. To move up, employees must hit specific milestones, <br />including completing required training throughout the year, earning a solid performance <br />evaluation, and improving their knowledge skills and abilities. Additional funding for <br />training creates pathways for advancement. <br /> <br />Economic Model and Financial Dashboard <br /> <br />Implementing a digital Financial Transparency Dashboard in the City of Portsmouth will <br />shift from static reports to an interactive platform, offering residents real-time visibility into <br />municipal spending. This tool promotes accountability by enabling citizens to track tax <br />allocations and departmental expenditures against city goals. Additionally, adopting a <br />holistic economic model for the budget ensures that decisions are data-driven rather than <br />isolated, addressing interwoven factors like housing and labor. These initiatives will <br />enhance long-term resilience, foster public trust, and build a more collaborative <br />relationship between the local government and the community. <br /> <br />Economic Growth & Citywide Revitalization <br /> <br />Portsmouth’s evolution is driven by growth that reflects our collective pride, modern <br />identity, and expanding opportunity. By revitalizing our city and diversifying our economic <br />engine, we are fueling the sustainable revenue growth necessary to secure long-term <br />prosperity. <br /> <br />Streetscape Beautification Initiatives <br /> <br />Portsmouth’s Gateway Revitalization is a multi-year strategic initiative focused on <br />transforming city entry points through enhanced lighting, signage, and landscaping to <br />improve safety and public perception. An additional component of this effort is a new Right <br />of Way Maintenance team within the Department of Public Works, which establishes a <br />dedicated crew to combat urban blight. This specialized team will manage litter control <br />and vegetative maintenance, including mowing and herbicide application—across both <br />primary and secondary roads. By prioritizing these aesthetic and functional upgrades, the <br />city aims to create a cleaner, safer, and more welcoming environment for all residents and <br />visitors. <br /> <br />Neighborhood Improvements/Revitalization <br /> <br />The Neighborhood Revitalization and Rehabilitation Initiative is an expansive, multi- <br />phase infrastructure program designed to modernize aging urban districts through a <br />holistic integration of utility and surface upgrades.
