<br />At a Regular Meeting of the City Council on Tuesday, March 10, 2026, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, Interim City Attorney Derek G. Challenger.

<br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of February 9, 2026, of a Called Meeting of February 10, 2026, of a Regular
<br />Meeting of February 10, 2026, of a Called Meeting of February 21, 2026, of a Called
<br />Meeting of February 24, 2026, of a Called Meeting of February 27, 2026 and of a Called
<br />Meeting of February 28, 2026, and was adopted by the following vote:

<br />- Public Hearing -

<br /> Public hearing with respect to the adoption of a proposed resolution
<br />authorizing the provision and administration of Project-Based Section 8
<br />Vouchers at Ansell Apartments by the Norfolk Redevelopment and Housing
<br />Authority. The proposed resolution may also authorize the provision and
<br />administration of Project-Based Vouchers at other affordable housing
<br />developments in Portsmouth by other Housing Authorities, subject in each
<br />case to express approval by the Portsmouth Redevelopment and Housing
<br />Authority.

<br /> Public hearing pursuant to Virginia Code Sections 56-575.17(B), 15.2-1800,
<br />and 15.2-1813 regarding: (1) the proposal submitted by Ripley Heatwole
<br />Company, MEB, and their partners under the Virginia Public-Private
<br />Education Facilities and Infrastructure Act of 2002 for the construction of a
<br />new City Hall and Parking Garage on the former site of the County Street
<br />Garage at 220 County Street (the “Property”); and (2) the potential
<br />conveyance of real property interests in the Property by the City in
<br />furtherance of the project.

<br />1. Dan Heatwole, 5 Constitution Drive, Virginia Beach, gave a presentation.
<br /> Councilwoman Thomas asked for data regarding their track record with working
<br />
<br />with minority and women owned businesses.
<br />
<br /> Mr. Heatwole’s team will provide that information.
<br />
<br />2. Gary Bahena, 428 North Street, asked that City Council not move forward with interim
<br />agreement until some issues are addressed.
<br />
<br />3. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his concern with the lack
<br /> of diversity in the company.
<br />
<br />4. Lisa Lucas-Burke, 1541 Rotunda Road, asked that City Council carefully consider all
<br /> pros and cons of this project.
<br />
<br />5. Ariana McCoy, 3718 Newport Avenue, Norfolk, spoke in support of this item.
<br />
<br />6. Fred Pasquin, 370 Middle Street, spoke in support of this item.
