<br />At a Called Meeting of the City Council on Monday, March 9, 2026, there were

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, Interim City Attorney Derek G. Challenger.

<br />26 - 63 - Mayor Glover called the meeting to order and welcomed all in attendance.

<br /> "Please attend a called meeting of the City Council to be held in the 4 Floor
<br />Conference Room, 1701 High Street, Department of Social Services, 5:30 p.m., Monday,
<br />March 9, 2026, for the purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />26 - 64 - The following item was discussed in Public Work Session:
<br />
<br />1. Joint Meeting of the School Board - Jeannette Fernandez, Chief Financial Officer,
<br />City of Portsmouth / Trey Burke, Budget Manager, City of Portsmouth / Theodore
<br />Faulk, Chief Financial Officer, Portsmouth Public Schools / Dr. Elie Bracy, III,
<br />Superintendent, Portsmouth Public Schools
<br />
<br />26 - 65 - Motion by Mr. Moody, and seconded by Mr. Hugel,
<br />
<br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of
<br />consultation with legal counsel pertaining to actual or probable litigation, where such
<br />consultation in open meeting would adversely affect the negotiating or litigating posture
<br />of the public body, specifically regarding Stanley v. City of Portsmouth, Workers’
<br />Compensation Commission Jurisdiction Claim Number VA00002199626; and
<br />
<br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of
<br />discussion by the City Manager regarding a personnel matter, discussion regarding the
<br />performance of the City Manager, and discussion regarding the position of City Attorney.
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded by the City Council.
