<br />February 27 – 28, 2026 <br /> <br />At a Called Meeting of the City Council on Friday, February 27, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger <br /> <br />26 - 57 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br /> "Please attend a Called Meeting of the City Council to be held at the Newport News <br />Marriott at City Center, 740 Town Center Drive, Newport News, Virginia, on Friday, <br />February 27, 2026, at 8:45 a.m. for the purpose of a City Council Retreat. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26 - 58 - The following items were discussed: <br /> <br />Welcome & Opening Remarks - Mayor Shannon Glover <br /> <br /> Setting the Table <br /> <br />Get Stuff Done: The GSD Scorecard - Steven Carter, City Manager / Dr. Rhonda <br />Russell, Planning Director <br /> <br /> Review of progress on adopted strategic pillars. <br /> <br /> Status of hiring project managers for major CIP projects. <br /> <br /> Update on the "4th floor" process improvement team. <br /> <br /> Short update and resolution dates for short-term rentals. <br /> <br />FY2027 Strategic Budget Deep Dive - Jeanette Fernandez, Chief Financial Officer / <br />Kimberly Sinclair, Assistant Chief Financial Officer / James Wright, City Engineer <br /> <br /> Aligning the pay plan implementation with current budget constraints. <br /> <br /> Financial health modeling for the 5- and 10-year CIP. <br /> <br />26 - 59 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting <br />pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with <br />legal counsel employed or retained by the public body regarding specific legal matters <br />requiring the provision of legal advice by such counsel, specifically regarding collective <br />bargaining. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />Unfinished Business: Operational Priorities - Jerod Roberts, Director of Public Works / <br />James Wright, City Engineer / Chief Stephen Jenkins, Police Chief / Steven Carter, City <br />Manager <br /> <br /> Refuse ordinance updates. <br /> <br /> Update for traffic calming and the T2 parking app rollout, and resolution date for <br />High St Parking. <br /> <br /> Transfer of parking enforcers to PPD to increase downtown "presence". <br /> <br /> Migration of PPA to resume as an authority. <br /> <br />
