January 27, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 27, 2026, there were <br />present: <br /> <br />*Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of January 12, 2026, of a Called Meeting of January 13, 2026, and of a <br />Regular Meeting of January 13, 2026, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />26 - 24 - Adoption of an ordinance accepting respite care funding in the amount of <br />$420 from the Virginia Department of Social Services and appropriating said <br />amount in the FY 2026 Social Services Fund for direct supervision of children by <br />respite care providers. <br /> <br />Background: <br /> <br /> Respite care is a therapeutic support service designed to offer short-term relief for <br />foster families caring for children by providing substitute care for the child. <br /> <br /> Respite care is designed to reduce foster home disruption and provide a stable <br />foster care placement for the child. It can be provided on an emergency or planned basis. <br /> <br /> <br />Discussion: <br /> <br /> Respite care funds are paid directly to an approved respite provider for direct <br />supervision of the child. <br /> <br /> Respite care funds are not an alternative means to pay for children’s or families’ <br /> <br />needs. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br /> Public Utilities will utilize the funds for the uses authorized under the settlement <br />agreement. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RESPITE CARE FUNDING IN THE AMOUNT OF $420 <br />FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND FOR DIRECT <br />SUPERVISION OF CHILDREN BY RESPITE CARE PROVIDERS. <br />” <br /> <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
