January 13, 2026 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 13, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />Mayor Glover asked for a moment of silence, which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of December 9, 2025, and of a Regular Meeting of December 9, 2025, <br />and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Tillage, Thomas, Glover <br />Nays: None <br /> <br />- Presentation - <br /> <br /> <br /> Recognition of Portsmouth Youth National Championship for the Virginia Gators 9U <br />Team. <br /> <br />- Public Hearing - <br /> <br />25 - 331 - Public hearing on code amendment and use permit applications: <br /> <br />NEW PORT <br />UP-25-11 - Resolution granting the request of M. Venable for a <br />Use Permit to construct townhouse dwellings and multi-family <br />dwellings on the property at 3741 Elliott Avenue in the Conditional <br />Multi-Family Urban Residential (UR-M K) zoning district. The <br />property is owned by New Port Property Investors, LLC. The Future <br />Land Use Map of the Build One Portsmouth Comprehensive Plan <br />designates this property for mixed residential uses. Planning <br />Commission recommends approval with conditions. <br /> <br />1. Tim Culpepper, 208 E. Plume Street, Norfolk, presented the application. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-25-11) TO M. VENABLE TO <br />CONSTRUCT TOWNHOUSE DWELLINGS AND MULTI-FAMILY DWELLINGS AT <br />3741 ELLIOTT AVENUE (TAX PARCEL 0524-0010). <br /> <br /> <br />WHEREAS <br /> , M. Venable, the authorized agent for the owner of the subject <br />property, has made application pursuant to Section 40.2-533 of the Code of the City of <br />Portsmouth, Virginia for the granting of a use permit to construct townhouse dwellings <br />and multi-family dwellings at 3741 Elliott Avenue (Tax Parcel 0524-0010); and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things required <br />to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the approval with <br />conditions of the application for a use permit. <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
