<br /> <br />January 13, 2026 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 13, 2026, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., *Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />26 - 04 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 13, 2026, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />26 - 05 - The following items were discussed in Public Work Session: <br /> <br />1. SS4A Safety Action Plan - Dr. Rhonda Russell, Director of Planning / Megan Gribble, <br /> Transit and Urban Planning <br /> Vice Mayor Moody asked that Twin Pines Road be added to the list. He also asked <br />˗ <br />that some of the caution turn signals be reevaluated. <br /> Councilman Tillage also asked that Twin Pines Road and Towne Point Road be <br />˗ <br />added to list. He also asked for a stop light at the Independence Square <br />apartments and for information on funding sources. <br /> Councilwoman Bryant asked for a comparison of crash data with neighboring <br />˗ <br />cities. <br /> Councilwoman Thomas asked if the crash data was broken down by demographic. <br />˗ <br /> Councilman Hugel asked for data on the impact of red-light cameras. He also <br />˗ <br />asked for a list of CIP projects that are tied to the short, mid and long-term action <br />to be part of next year’s legislative agenda. <br /> Councilman Dodson asked that information on enforcement, prosecution and <br />˗ <br />education be part of the grant application submitted. <br /> Mayor Glover asked that audit teams periodically drive through areas of concern <br />˗ <br />to record and report findings. <br /> <br /> Megan Gribble will provide feedback to inquiries. <br /> <br />2. Parking Enforcement Resolution - James Wright, Director of Engineering <br /> Vice Mayor Moody asked several questions: <br />˗ <br /> <br /> Would vehicles being towed be in Portsmouth or towed to another city? <br /> <br /> How and who is responsible for communicating where and how a citizen can <br />obtain their vehicle? Also, what form of payment does each company accept <br />for towing cost? <br /> Councilman Tillage suggested using collection agencies as opposed to towing <br />˗ <br />vehicles for unpaid parking tickets. He also asked that a number to where citizens <br />can locate their vehicles be placed on signs along High Street. <br /> Councilwoman Thomas asked what the revenue cost would be if Council decided <br />˗ <br />to wipe the slate clean with regards to current parking tickets. <br /> <br /> There was a majority consensus of City Council to absolve all parking tickets before <br /> <br />January 14, 2026, and implement the thirty-day process. <br /> <br />3. Strategic Pillars - Steven Carter, City Manager <br /> <br />4.
