<br />At a Called Meeting of the City Council on Monday, January 12, 2026, there were
<br />present:

<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, *Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, Interim City Attorney Derek G. Challenger.

<br />26 - 01 - Mayor Glover called the meeting to order and welcomed all in attendance.
<br />

<br /> "Please attend a called meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, January 12, 2026, for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />26 - 02 - The following items were discussed in Public Work Session:
<br />
<br />1. Waterfront Development Coop Agreement - Brian Donahue, Economic Development
<br />Director
<br />
<br />2. Comprehensive Plan Presentation - Dr. Rhonda Russell, Director of Planning /
<br />William Landfair, Principal Planner
<br />
<br />3. Ansell Apartments Vouchers - Dr. Rhonda Russell, Director of Planning
<br /> Councilman Tillage asked if the City’s request for vouchers from Norfolk was due
<br />˗
<br />to not having vouchers or running out of vouchers.
<br />
<br />4. City Council Consent Agenda Discussion - Debra White, City Clerk
<br />
<br /> Mayor Glover offered condolences to City Manager Carter for the passing of his
<br />
<br />Mother-in-law.
<br />
<br />26 - 03 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711(A)(7) for the purpose of consultation with
<br />legal counsel pertaining to actual or probable litigation, where such consultation in open
<br />meeting would adversely affect the negotiating or litigating posture of the public body,
<br />specifically regarding City of Portsmouth v. Swinson Restaurant Group, et als.,
<br />Portsmouth Circuit Court Case Number CL25001599-00 and Misiewicz v. City of
<br />Portsmouth, Workers’ Compensation Commission Jurisdiction Claim Numbers
<br />VA00001903647 and VA02000040432.

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed, or considered in the
<br />closed meeting just concluded by the City Council.

<br />The motion was adopted by the following vote:
