<br /> <br />November 24, 2025 <br /> <br />At a Called Meeting of the City Council on Monday, November 24, 2025, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, Interim City Attorney Derek G. Challenger. <br /> <br />25 - 325 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:30 p.m., Monday, November 24, 2025, for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Portsmouth Redevelopment and Housing Authority Members Present: <br />Albert Williams, Chair <br />Zeketa Cost, Vice Chair <br />Cynthia Morgan <br />Sean Prince <br />Patrick Whelan <br />Alisa Winston, Executive Director <br /> <br />25 - 326 - The following item was discussed in Public Work Session: <br /> <br />1. Joint Meeting with Portsmouth Redevelopment and Housing Authority <br /> Councilwoman Thomas asked that City Manager Carter establish a Housing <br />˗ <br />Commission that encompasses departments and organizations to address <br />housing needs. <br /> <br />2. Traffic Calming Policy - James Wright, City Engineer <br /> <br />3. Strategic Plan Draft - Steven Carter, City Manager <br /> <br />25 - 327 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting: <br /> <br /> (A) pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of <br />consultation with legal counsel employed by the public body regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding <br />zoning enforcement matters; and <br /> <br /> (B) pursuant to Virginia Code subsection 2.2-3711(A)(1) for the purpose of <br />discussion and consideration regarding appointments to Boards and Commissions. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed, or considered in the <br />closed meeting just concluded by the City Council. <br /> <br />The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
