Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AMENDING AND REORDAINING CHAPTER 33.1 (SUBDIVISIONS) OF <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, INCLUDING ARTICLE I <br />(GENERAL PROVISIONS), ARTICLE II (PROCEDURES AND DOCUMENTS TO BE <br />FILED), AND ARTICLE III (REQUIREMENTS FOR DESIGN AND MINIMUM <br />IMPROVEMENTS) FOR THE PURPOSE OF MAKING AMENDMENTS REQUIRED BY <br />STATE LAW.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to change the order of business <br />to adopt the City Manager’s Report with one vote, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 300 - Adoption of an ordinance accepting funding in the amount of $2,700 from <br />the Virginia Department of Social Services and appropriating said amount in the <br />FY 2026 Social Services Fund for the Family Partnership Meeting Incentive <br />Program. <br /> <br />Background: <br /> <br /> Family engagement is a relationship focused approach that provides structure for <br />decision making and empowers both the family and community in the decision making <br />process. Meetings are held for all decisions involving prevention of placement in very high <br />and high risk CPS families, prior to a child’s removal from a birth or adoptive family, prior <br />to a change of placement, and prior to a change of goal. <br /> <br /> Family Partnership Meetings can be convened at any time during service <br />provision. They may be requested by the birth, foster or adoptive family, legal guardian, <br />or agency staff. <br /> <br />Discussion: <br /> <br /> Family Partnership Meeting (FPM) Incentive Funds are to assist with costs for local <br />staff expenses associated with conducting FPMs such as payments to trained facilitators <br />for conducting FPMs, search activities to locate and include family members, and <br />payments to coaches for internal facilitations. <br /> <br /> Funds allow for the purchase of tangible items used to support the FPM process <br />(such as laptops, printers, flip charts, etc.). FPM funds are also utilized to support family <br />participation in the FPMs. Allowable expenses include transportation for family members <br /> <br />to and from FPMs, and child care provided during FPMs. <br /> <br /> Family Partnership Meeting funds in the amount of $2,700 were earned during the <br />period from June 1, 2025 – Aug 31, 2025. <br /> <br />Financial Impact: <br /> <br /> A local match of 15.5% is required as a condition of the funding, which match has <br />previously been appropriated in the FY 2026 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br /> <br /> <br /> <br /> <br /> <br />
