<br />At a Regular Meeting of the City Council on Tuesday, October 28, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, Deputy
<br />City Manager Dr. Gregory M. Coleman, City Attorney Lavonda Graham-Williams.
<br />
<br />Pastor Z. (Dolphis) Hall opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br />
<br /> Presentation to City Attorney Lavonda Graham-Williams.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called
<br />Meeting of September 23, 2025, of a Regular Meeting of September 23, 2025, of a Called
<br />Meeting of October 3, 2025, and of a Called Meeting of October 4, 2025, was adopted by
<br />the following vote:

<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None

<br />- Public Hearing -
<br />
<br />25 - 299 - Public hearing on use permit and code amendment applications:
<br />
<br />LINC DISTRICT
<br />(a) UP-25-10 - Resolution granting the request of G. Palmer for a
<br />Use Permit to operate a drug and alcohol treatment facility at 901
<br />Enterprise Way in the General Mixed-Use (GMU) zoning district. The
<br />property is owned by Mayfair Alps, LLC. The Future Land Use Map
<br />of the Build One Portsmouth Comprehensive Plan designates this
<br />property for commercial uses.
<br />
<br />1. Grady Palmer, 222 Central Park Avenue, Virginia Beach, presented the application.
<br />
<br />2. Donna Biggs, 3104 Garland Drive, asked for information regarding how this project fits
<br />into the LINC District plan.
<br />
<br />Motion by Mr. Tillage, and seconded by Mr. Moody, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION GRANTING A USE PERMIT (UP-25-10) TO G. PALMER TO OPERATE
<br />A DRUG AND ALCOHOL TREATMENT FACILITY AT 901 ENTERPRISE WAY (TAX
<br />PARCEL 0024-1640).
<br />
<br />
<br />WHEREAS
<br /> , G. Palmer, the authorized agent for the lessee the subject property,
<br />has made application pursuant to Section 40.2-533 of the Code of the City of Portsmouth,
<br />Virginia for the granting of a use permit to operate a drug and alcohol treatment facility at
<br />901 Enterprise Way (Tax Parcel 0024-1640); and
<br />
<br />WHEREAS
<br /> , Mayfair Alps, LLC, the owner of the subject property, has consented
<br />to the application; and
<br />
<br />WHEREAS
<br /> , the applicant and the Planning Director have done all things required
<br />to be done in connection with said application; and
<br />
<br />WHEREAS
<br /> , the Planning Commission has recommended the approval with
<br />conditions of the application for a use permit.
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia:
