The funding required to meet the match requirement has <br />previously been appropriated in the FY 2026 Behavioral Healthcare Service Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />“ORDINANCE ACCEPTING JAIL DIVERSION FUNDING IN THE AMOUNT OF $50,451 <br />FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2026 <br />BEHAVIORAL HEALTHCARE SERVICE FUND FOR USE BY BHS TO EXPAND <br />DIVERSION EFFORTS. <br />” <br /> <br />25 - 313 - Adoption of an ordinance accepting Projects for Assistance in Transition <br />from Homelessness Program funds in the amount of $53,715 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said amount in the FY 2026 Behavioral Healthcare Service Fund for the provision <br />of services to the homeless and those at risk of becoming homeless. <br /> <br />Background: <br /> <br /> The PATH program provides community outreach, mental health, substance use, <br />case management, and other supportive services to citizens who are homeless or at risk <br />of becoming homeless. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $53,715 for the <br /> <br />PATH Program. <br /> <br /> BHS will use the funding to continue PATH services, which include community- <br />based outreach, mental health, substance use, case management, supportive services, <br /> <br />and a limited set of housing services. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match of funding or in-kind contribution in the amount of 10% is required <br />as a condition of the funding.
