<br /> <br />September 23, 2025 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 23, 2025, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor William E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />25 - 268 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a called meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 23, 2025, for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />25 - 269 - The following items were discussed in Public Work Session: <br /> <br />1. Traffic Calming Discussion - James Wright, City Engineer <br /> <br />2. Portsmouth Public Schools Capital Fund Ordinance - Steven Carter, City Manager <br /> <br />3. Legislative Initiatives - Steven Carter, City Manager <br /> <br />4. City Manager Agenda Review - Steven Carter, City Manager <br /> Vice Mayor Moody asked City Attorney Graham-Williams if there was a way to <br />˗ <br />approve some agenda items with one vote. <br /> <br /> City Attorney Graham-Williams will work with City Clerk White to provide a <br />report back to City Council. <br /> <br />5. City Council Liaison Reports <br /> Councilman Hugel - <br />˗ <br /> <br /> Personnel Committee update. <br /> Councilman Dodson - <br />˗ <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> Councilwoman Bryant - <br />˗ <br /> <br /> Portsmouth Redevelopment and Housing Authority update. <br /> <br /> Social Services Board update. <br /> Mayor Glover - <br />˗ <br /> <br /> Rivers Casino hotel groundbreaking. <br /> <br />25 - 270 - Motion by Mr. Moody, and seconded by Mr. Hugel, <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consultation with legal counsel pertaining to actual litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the public <br />body, specifically regarding City of Portsmouth v. Griff’s Restaurant and Sports Lounge <br />and JDF Holdings, LLC (Portsmouth Circuit Court Case Number CL25001466-00); and <br />City of Portsmouth v. Swinson Restaurant Group, et al. (Portsmouth Circuit Court Case <br />Number CL25001599-00); and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of <br />discussion of the investment of public funds where competition or bargaining is involved <br />where, if made public initially, the financial interest of the governmental unit would be <br />adversely affected, specifically regarding an unsolicited proposal received under the <br />PPEA. <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
