<br />August 26, 2025 <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br /> <br />Virginia that the expiration date of UP-21-03 is hereby extended until July 1, 2026.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> Dr. Dodson informed citizens and City Council of his attendance of the school board <br /> <br />retreat. <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> Thanked all the organizations that participated in the back to school events. <br />˗ <br /> Informed citizens and City Council of the passing of Bob Wiliams, former City <br />˗ <br />Manager for the City. <br /> <br /> Ms. Thomas spoke on the following: <br /> <br /> Thanked all teachers and community organizations that welcomed the students <br />˗ <br />back to school. <br /> Spoke on the zoning ordinance and the importance of citizen input. <br />˗ <br /> Referencing a public work session presentation by Chief Jenkins it was suggested <br />˗ <br />that a pilot program be implemented to offer solutions to crime hot spots in the <br />City. <br /> <br /> Ms. Bryant congratulated Chief Jenkins and the police department on their national <br /> <br />accreditation. <br /> <br /> <br /> City Attorney Graham-Williams thanked all the special needs teachers, support aids, <br />and administrators for their support. <br /> <br />25 - 241 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> <br /> City Manager Carter informed citizens and City Council of the national accreditation <br />of the Police Department and congratulated Chief Jenkins. <br /> <br /> <br /> City Manager Carter informed citizens of the Government 101 Kickoff which will begin <br />September 15 and end November 17, 2025. Registration for Government 101 will <br />begin at noon, September 2, 2025. <br /> <br />25 - 242 - Non-Agenda Speakers <br /> <br />1. David House, P.O. Box 3002, spoke on code violations at a property in West Norfolk. <br /> <br />2. Gary Bahena, 428 North Street, spoke on the upcoming Annual Paddle Battle and <br /> Junior Paddle Battle both taking place on Saturday, September 6, 2025. <br /> <br />3. Steve Carroll, 312 Riveredge Drive, spoke on what he believes is a cannabis problem <br />in the City. <br /> <br />4. Daniel House, 114 Gillis, voiced his concern with survey waivers. <br /> <br />5. Coleman Young, 603 Dinwiddie Street, spoke on the importance of the City moving <br />forward to improve the quality of life for citizens. <br /> <br />6. Sheila Joseph, 139 Grand Street, voiced her concern with the water billing system. <br /> <br /> On motion, meeting adjourned at 9:34 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
