August 26, 2025 <br /> <br /> <br /> <br /> Funds are to assist with expenses related to supporting kinship resource parents. <br /> <br /> New kinship support funding earned during March 1, 2025 – May 31, 2025 was <br />$500. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match is required.The local match is 15.5%, which match has previously <br />been appropriated in the FY 2026 Social Services Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING KINSHIP SUPPORT FUNDS IN THE AMOUNT OF $500 <br />FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2026 SOCIAL SERVICES FUND TO ASSIST WITH <br />EXPENSES RELATED TO SUPPORTING KINSHIP RESOURCE PARENTS. <br />” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />25 - 239 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />25 - 240 - Items Submitted by Council Members <br /> <br />a. Adoption of a resolution granting a one-year extension of Use Permit UP-23-05 to <br />construct a townhouse development having not more than 52 units at 1107 and 1021 <br />High Street (Tax Parcels 0063-0030 and 0063-0040). <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A ONE-YEAR EXTENSION OF USE PERMIT UP-23-05 TO <br />CONSTRUCT A TOWNHOUSE DEVELOPMENT HAVING NOT MORE THAN 52 UNITS <br />AT 1107 AND 1021 HIGH STREET (TAX PARCELS 0063-0030 AND 0063-0040). <br /> <br /> <br />WHEREAS <br /> , by Resolution R-23-27 adopted on May 23, 2023, City Council <br />granted Use Permit UP-23-05 to D&K Builders to construct a townhouse development <br />having not more than 52 units at 1107 and 1021 High Street (Tax Parcels 0063-0030 and <br />0063-0040); and <br /> <br />WHEREAS, <br /> UP-23-05 amended and superseded Use Permit UP 21-09 which had <br />been approved by City Council Resolution R-21-13 adopted on June 22, 2021 and <br />authorized substantially the same use on the same property; and <br /> <br />WHEREAS <br /> , Section 40.2-533(K)(1) of the Zoning Ordinance provides in pertinent <br />part that “a Use Permit shall automatically expire and become void two years from the <br />date of approval by City Council if the use is inactive or changed to a different use, unless <br />within such two-year period…a building permit is obtained and erection or alteration of a <br />structure is started…”; and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
