<br />At a Regular Meeting of the City Council on Tuesday, July 8, 2025, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L.
<br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City
<br />Manager Steven Carter, City Attorney Lavonda Graham-Williams.
<br />
<br />Pastor Gregory Wiggins opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the minutes of a Called
<br />Meeting of June 23, 2025, of a Called Meeting of June 24, 2025, and of a Regular Meeting
<br />of June 24, 2025, and was adopted by the following vote:
<br />
<br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />25 - 195 - Public hearing on use permit applications:
<br />
<br />(a) UP-25-02 PORT NORFOLK - Resolution granting the request of Coastal
<br />Virginia Developers for a Use Permit for the development of five
<br />townhouse units on approximately 0.56 combined acres located at
<br />430, 436, and 442 Douglas Avenue in the Historic Residential (HR)
<br />zoning district. The Future Land Use Map of the Build One
<br />Portsmouth Comprehensive Plan designates this property for Mixed-
<br />Residential uses. Planning Commission recommends approval with
<br />conditions.
<br />
<br />1. Brady Palmer, 222 Central Park Avenue, Virginia Beach, presented the application.
<br />
<br />2. Erika Nestler, 413 Douglas Avenue, spoke in opposition to this item.
<br />
<br />3. John Lifsey, 229 Mt. Vernon Avenue, spoke in opposition to this item.
<br />
<br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION GRANTING A USE PERMIT (UP-25-02) TO COASTAL VIRGINIA
<br />DEVELOPERS TO CONSTRUCT A TOTAL OF FIVE TOWNHOUSE UNITS ON THREE
<br />PARCELS HAVING ADDRESSES OF 430, 436, AND 442 DOUGLAS AVENUE (TAX
<br />PARCELS 0176-0086, 0087, AND 0088).
<br />
<br />
<br />WHEREAS
<br /> , Coastal Virginia Developers, the agent of the owner of the subject
<br />property, has made application pursuant to Section 40.2-533 of the Code of the City of
<br />Portsmouth, Virginia for the granting of a use permit to construct a total of five townhouse
<br />units on three parcels having addresses of 430, 436, and 442 Douglas Avenue (Tax
<br />Parcels 0176-0086, 0087, and 0088); and
<br />
<br />WHEREAS
<br /> , the applicant and the Planning Director have done all things required
<br />to be done in connection with said application; and
<br />
<br />WHEREAS
<br /> , the Planning Commission has recommended the approval with
<br />conditions of the application for a use permit.
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia:
