May 27, 2025 <br /> <br />UP-24-03 <br /> <br />10 Crawford Parkway <br />(Tax Parcel 0010-0070) <br /> <br />ALL THAT certain tract, piece or parcel of land, together with the improvements thereon, <br />and the easements, privileges and appurtenances thereunto belonging, lying, situate and <br />being in the City of Portsmouth, Virginia, being shown as Parcel “A” on that plat of survey <br />entitled “Plat Showing Survey of Property Owned by Gordon W. Shelton, III and Katherine <br />Z. Shelton, Portsmouth, Virginia” by Ernest C. Hawkins, Jr. and Associates dated August <br />28, 2000 and recorded in the Clerk’s Office of the Circuit Court of the City of Portsmouth, <br />Virginia in Deed Book 1319 at page 761, and said property being more particularly <br />bounded and described as follows, to wit: <br /> <br />BEGINNING at a point in the northeastern line of Crawford Parkway, which point is <br />distance 701.73 feet in a northwesterly direction, as measured along the eastern and <br />northeastern line of Crawford Parkway, from the intersection of the said eastern line of <br />Crawford Parkway with the northern line of North Steet extended and from said point of <br />beginning proceeding thence in a westerly direction along the northeastern line of <br />Crawford Parkway, on a curve to the left, the radius of which is 621.88, an arc distance <br />of 300.81 feet to a point; thence continuing along the northern line of Crawford Parkway, <br />N. 87 degrees 05’00” West a distance of 706.67 feet to a point; thence proceeding N. 0 <br />degrees 42’10” West a distance of 191.89 feet to a point; thence proceeding N. 59 <br />degrees 48’56” East a distance of 1,259.28 feet to a point in the pierhead line of the <br />Elizabeth River; thence proceeding along the pierhead line of the Elizabeth River S. 42 <br />degrees 26’49” East a distance of 1,126.79 feet to a point; thence proceeding S 13 <br />degrees 19’55” East a distance of 25.78 feet to a point; thence proceeding S. 78 degrees <br />43’15” West a distance of 621.17 feet to a point; thence N. 82 degrees 58’48” West a <br />distance of 254.38 feet to the northeastern line of Crawford Parkway, the point of <br />beginning aforesaid. <br /> <br />LESS AND EXCEPT that portion conveyed to Greater Portsmouth Development <br />Corporation by Deed of Gift from Gordon W. Shelton, III and Katherine Z. Shelton, <br />husband and wife, dated December 21, 2000, and recorded in the Clerk’s Office of the <br />Circuit Court of the City of Portsmouth, Virginia in Deed Book 1319, at page 757 and <br />corrected by Deed of Correction recorded as Instrument Number 040003418. <br /> <br />TOGETHER WITH that perpetual easement of right of way contained in that Agreement <br />and Conveyance dated January 19, 1981 and recorded in the Clerk’s Office of the Circuit <br />Court o the City of Portsmouth, Virginia in Deed Book 800 at page 265; and contained in <br />that Deed of Easement dated November 20, 1987 and recorded in the Clerk’s Office of <br />the Circuit Court of the City of Portsmouth, Virginia in Deed Book 1001 at page 1904. <br /> <br />FURTHER TOGETHER WITH the ingress-egress easement reserved in that certain <br />Deed of Gift recorded in Deed Book 1319, page 758 in the Clerk’s Office of the Circuit <br />Court of the City of Portsmouth, Virginia. <br /> <br />IT BEING the same property conveyed to ST Tidewater, LLC by Special Warranty Deed <br />from GSKS Properties, LC, a Virginia limited liability company, dated January 31, 2014 <br />and recorded in the Portsmouth Circuit Court Clerk’s Office as Instrument Number <br />140001057. <br /> <br /> 6. That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br /> <br />(a) Seaplane operations shall be limited to five (5) flights per day. <br /> <br />(b) Hours of operation shall be limited to daylight hours between sunrise and sunset. <br /> <br />(c) Seaplanes shall not be stored on the property overnight. <br /> <br /> <br /> <br /> <br /> <br /> <br />
