May 13, 2025 <br /> <br /> Adoption of an ordinance to amend and re-enact Ordinance No. 2024-34 to impose <br />a) <br />and levy taxes for the fiscal year beginning July 1, 2025 and ending June 30, 2026, on <br />real estate, tangible personal property, privately-owned pleasure boats, privately-owned <br />camping trailers and motor homes, and machinery and tools within the city of Portsmouth, <br />Virginia, and to establish boats or watercraft weighing less than five tons and used for <br />business purposes only as a separate classification of tangible personal property, all for <br />the purpose of raising revenue for the support of governmental operations and the public <br />free schools and to pay principal and interest on the public debt. <br /> <br />b) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase rates for water and sewage services as <br />authorized by Sections 38-83 and 38-117 of said code. <br />c) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase monthly stormwater utility fees as of July 1, 2025 <br />as authorized by section 11.1-43 of said code. <br />d) Adoption of an ordinance to amend and reordain section 13-74 of Division 3 <br />(Emergency Medical and Ambulance Services) of Article II (Department of Fire, Rescue <br />and Emergency Services) of Chapter 13 (Fire Protection and Prevention) and Appendix <br />A of the Code of the City of Portsmouth, Virginia (2006) for the purpose of modifying fees <br />for Emergency Rescue Services. <br />e) Adoption of a resolution approving the Community Planning and Development <br />2026 Annual Action Plan of the City of Portsmouth, Virginia, and authorizing the City <br />Manager to file documents required to obtain the City’s community planning and <br />development grant entitlements. <br />f) Adoption of an ordinance adopting the FY 2026 Classification and Pay Plan for <br />employees of the City of Portsmouth, Virginia. <br />g) Adoption of an ordinance approving the Fiscal Year 2026-2030 Capital <br />Improvement Program and appropriating $143,387,980 in the FY 2026 Capital <br />Improvement Fund, subject to the receipt of the means of financing designated herein. <br />h) Adoption of an ordinance to provide taxpayers with real estate tax relief in the form <br />of a credit in the amount of six cents ($0.06) per one hundred dollars ($100) of assessed <br />value to be applied to each quarterly real estate tax bill issued for fiscal year 2026. <br />i) Adoption of an ordinance approving the fiscal year 2026 operating budget <br />for the Portsmouth Public School System in the amount of $293,421,549 and <br />appropriating the necessary funds to implement said budget for the fiscal year 2026. <br /> <br />j) Adoption of an ordinance to appropriate $584,851,511 forthe operation of <br />City government during the fiscal year beginning July 1, 2025. <br /> <br />Capital Improvement Program <br /> <br /> <br />Adoption of the proposed Ordinance by Council will appropriate the funding for <br /> <br />Fiscal Year 2026 of the Capital Improvement Program. <br /> <br /> <br />Fiscal Years 2027-2030 of the Capital Improvement Program are approved for <br /> <br />long-term planning purposes but not appropriated. <br /> <br /> <br />The Ordinance necessary to adopt the Fiscal Year 2026-2030 Capital <br />Improvement Program is attached to this report for City Council action as item (g) <br /> <br />identified above. <br /> <br />Portsmouth Public Schools <br /> <br /> <br />The Ordinance necessary to adopt the Fiscal Year 2025 Portsmouth Public <br />Schools Budget is attached to this report for City Council action as item (i) identified <br /> <br />above. <br /> <br />Financial Impact: <br /> <br /> <br />City Operating Budget--Per Section 3.16 of the City Charter, the budget must be <br />in balance, with estimated expenditures equaling appropriations. The Proposed <br />Operating Budget and Capital Improvement Budget for Fiscal Year 2026 comply with this <br />law. Under the Operating Budget ordinance proposed for adoption, appropriations under <br />the Budget will made available on the approval of the City Manager. <br /> <br /> <br />Capital Improvement Program -- The sum of $143,387,980 in the Capital <br />Improvement Fund is appropriated for expenditures in the following categories and <br />amounts: <br /> <br /> <br /> <br /> <br />
