March 25, 2025 <br /> <br />Background: <br /> <br /> The Navy needs to construct a new sewer line to serve the Norfolk Naval Shipyard. <br /> <br /> The Navy has worked with the Engineering and Public Utilities Departments to <br />determine the location and plans for the sewer line. <br /> <br /> The sewer line is proposed to run primarily under the Green Street right-of-way <br />extending from the Shipyard north to the former area of Washington Park. The line will <br />also run within a City easement that encumbers a closed portion of Green Street in the <br />Washington Park area and under a small portion of Portsmouth Boulevard. <br /> <br />Discussion: <br /> <br /> The materials used for the sewer line and the manner and structural conditions of <br />the construction will be subject to approval by the City. <br /> <br /> The sewer line will not interfere with existing utilities. <br /> <br /> The proposed resolution authorizes the City Manager to execute an Access <br />Agreement and related documents necessary to permit the Navy to construct the sewer <br />line. <br /> <br />Financial Impact: <br /> <br /> The construction and maintenance of the sewer line will be entirely at the Navy’s <br />expense. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute documents to authorize the sewer line. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN ACCESS <br />AGREEMENT AND RELATED DOCUMENTS TO ALLOW THE UNITED STATES <br />NAVY TO CONSTRUCT A SEWER LINE UNDER PORTIONS OF GREEN STREET <br />AND PORTSMOUTH BOULEVARD TO SERVE THE NAVAL SHIPYARD. <br /> <br />WHEREAS, <br />the United States Navy has requested that the City permit it to <br />construct a sewer line primarily within the Green Street right-of-way (including a City <br />easement located in the closed portion of the former Green Street right-of-way in the <br />former area of Washington Park) and a small portion of the Portsmouth Boulevard right- <br />of-way; and <br /> <br />WHEREAS, <br />the general area in which the Navy intends to construct the sewer line <br />is shown on Exhibit A hereto; and <br /> <br />WHEREAS, <br />the Navy has worked closely with the City’s Engineering and Public <br />Utilities Departments on the plans for sewer line and has committed to continue to do so; <br />and <br /> <br />WHEREAS, <br />the Navy will pay all costs of constructing and maintaining the sewer <br />line; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia, that the City Manager be, and he hereby is, authorized to execute an Access <br />Agreement and any other documents necessary to allow the United States Navy to <br />construct, install, operate, repair, and maintain a sewer line within the areas of Green <br />Street (including the closed portion) and Portsmouth Boulevard shown on Exhibit A <br />hereto, under such terms and conditions as he shall deem to be in the best interest of the <br /> <br />City of Portsmouth.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
