March 25, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 25, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Dr. William S. Dodson, Jr., Yolanda E. Thomas, City <br />Manager Steven Carter, City Attorney Lavonda Graham-Williams. <br /> <br />Pastor Michal Goodman, Abundant Life Christian Community Center provided <br />invocation, which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Hugel, to adopt the minutes of a Called <br />Meeting of February 25, 2025, of a Regular Meeting of February 25, 2025, of a Called <br />Meeting of March 7, 2025, and of a Called Meeting of March 8, 2025, and was adopted <br />by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />25 - 85 - Public hearing on a proposal from Verizon Virginia, LLC to renew its Cable <br />Franchise to construct, operate, and maintain a cable system within and through the City. <br /> <br />There were no speakers. <br /> <br />- City Manager’s Report - <br /> <br />25 - 86 - Adoption of an ordinance accepting Shelter Plus Care funds in the amount <br />of $780,395 from the U.S. Department of Housing and Urban Development and <br />appropriating said amount in the FY 2025 Behavioral Healthcare Service Fund to <br />provide housing and supportive services for chronically homeless individuals and <br />families. <br /> <br />Background: <br /> <br /> Shelter Plus Care funds are allocated to assist with housing and supportive <br />services for individuals and families who are chronically homeless as defined by the U.S. <br />Department of Housing and Urban Development. <br /> <br />Discussion: <br /> <br /> The U. S. Department of Housing and Urban Development awarded $780,395 to <br />the Portsmouth Department of Behavioral Healthcare Services. These funds will be <br />utilized to provide rental assistance and support services. <br /> <br /> The Shelter Plus Care program provides case management, support services, and <br />financial management while encouraging stability, employment, and independence for <br />individuals and families diagnosed with mental health concerns, substance use addiction, <br />or a developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required at this time. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br />1.
