March 24, 2025 <br /> <br /> <br /> Provide at least a 5% increase in total compensation for FY 2026 <br /> <br /> Establish updated job classifications that reflect current responsibilities <br /> <br /> Create clear career progression paths to support employee development <br /> <br /> Improve the city's competitive position in the regional labor market <br /> <br /> Resolve the recurring pay compression issue <br /> <br />This investment in our workforce supports the recruitment and retention of talented staff <br />dedicated to serving Portsmouth residents. <br /> <br />Change Teams <br /> <br />The budget funds dedicated Change Teams focused on continuous improvement in city <br />operations: <br /> <br /> <br /> Process Improvement Team: Streamlining workflows and eliminating <br />redundancies <br /> <br /> Innovation and Automation Team: Implementing technology solutions to improve <br />efficiency <br /> <br /> Policy Review Team: Updating policies to reflect current needs and best practices <br /> <br />Each team has been tasked with implementing two improvements before the end of <br />calendar year 2026, with additional initiatives planned for subsequent years. <br /> <br />Employee Appreciation <br /> <br />The budget includes resources for employee development and recognition, including <br />events like Employee Appreciation Day and Family Fun Day. These investments <br />acknowledge that a motivated, engaged workforce provides better service to the <br />community. <br /> <br />Education <br /> <br />A strong public education system is essential to community prosperity and individual <br />opportunity. The FY 2026 Proposed Budget demonstrates the city's continued <br />commitment to Portsmouth Public Schools. <br /> <br />School Funding <br /> <br />The budget includes $81,378,325 for Portsmouth Public Schools, representing a $6 <br />million (7.6%) increase over the FY 2025 Adopted Budget. This additional funding will <br />support: <br /> <br /> <br /> Teacher recruitment and retention through improved compensation <br /> <br /> Enhanced educational programs and resources <br /> <br /> Facility maintenance and improvements <br /> <br /> Technology upgrades for students and classrooms <br /> <br />New K-8 School <br /> <br />The Capital Improvement Program continues funding a new K-8 school to provide a <br />modern learning environment. This investment will address facility needs within the school <br />system and support improved educational outcomes for Portsmouth students. <br /> <br />Portsmouth Advanced Career Education (PACE) Center <br /> <br />The capital program continues its support of the PACE center, an important initiative of <br />Portsmouth Public Schools to provide career and technical education to its students.
