<br /> <br />February 25, 2025 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 25, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Kathryn W. <br />Bryant, *Dr. William S. Dodson, Jr., Yolanda E. Thomas, City Manager Steven Carter, <br />City Attorney Lavonda Graham-Williams. <br /> <br />25 - 58 - Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> "Please attend a called meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 25, 2025, for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />25 - 59 - The following items were discussed in Public Work Session: <br /> <br />1. Assessor Reassessment Report - Steve Edwards, City Assessor <br /> Councilman Hugel asked that City Assessor Edwards bring back information on <br />˗ <br />what citizens of Portsmouth pay in property tax versus a comparable home in <br />neighboring cities. <br /> Mayor Glover asked that City Assessor Edwards bring back what percentage of <br />˗ <br />real estate tax comes from residential property. <br /> Councilman Hugel asked that City Assessor Edwards bring back information on <br />˗ <br />residential property value increases for neighboring cities. <br /> Councilman Moody asked for a comparison on what percentage of income <br />˗ <br />statements from income driven commercial properties are received by other cities. <br /> <br /> City Assessor Edwards will provide a report back on the above requests. <br /> <br />2. Communities in Schools of Hampton Roads (Drop Out Prevention) - Anne Wilber, <br /> Development Director / Hope Sinclair, Executive Director <br /> Mayor Glover asked for comparison data on which localities support Communities <br />˗ <br />in Schools. <br /> <br />3. City Manager’s Report - Steven Carter, City Manager <br /> <br />4. City Council Liaison Reports <br /> Councilman Hugel - <br />˗ <br /> <br /> Portsmouth Parking Authority update <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br />25 - 60 - Motion by Mr. Moody, and seconded by Mr. Hugel, to go into a closed meeting <br />pursuant to Virginia Code subsection 2.2-3711(A)(8) for the purpose of consultation with <br />legal counsel employed by the public body regarding specific legal matters requiring the <br />provision of legal advice by such counsel, specifically regarding (1) the Port of Virginia <br />and (2) recent shootings in the city. <br /> <br />The motion to go into closed meeting was adopted by the following vote: <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Glover <br />Nays: None <br /> <br />Motion Mr. Moody, and seconded by Mr. Hugel, pursuant to Virginia Code Section <br />2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
