January 28, 2025 <br /> <br />WHEREAS, <br /> the City of Portsmouth’s transportation infrastructure serves an <br />increasing number of vulnerable road users such as pedestrians and bicyclists; <br /> <br />WHEREAS, <br /> speed is recognized as a major determining factor of survival in a <br />crash; <br /> <br />WHEREAS, <br /> the City of Portsmouth will work toward reducing vehicle speeds <br />because the likelihood of a pedestrian surviving a crash is 10 percent if hit by a vehicle <br />moving 40 mph; <br /> <br />WHEREAS, <br /> children, older adults, people of color, people with disabilities, people <br />who are unhoused, and people with low income face a disproportionate risk of traffic <br />injuries and fatalities; <br /> <br /> WHEREAS, <br />making streets safer for all people using all modes of transportation <br />will encourage people to travel on foot, by bicycle, and by public transit, which supports <br />a healthier, more active lifestyle and reduces environmental pollution; <br /> <br />WHERAS, <br /> successful Vision Zero programs are a result of both a complete <br />government approach (i.e. interdepartmental, coordinated initiatives) and community <br />support of Vision Zero objectives and action plans; and <br /> <br />WHEREAS, <br /> Vision Zero resolutions have been adopted by many jurisdictions <br />across the United States; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that: <br /> <br />1. The City of Portsmouth adopts the goal of zero traffic deaths and serious <br />injuries, stating that no loss of life or serious injury is acceptable on its streets; <br /> <br />2. The City of Portsmouth adopts the goal of eliminating traffic deaths and <br />serious injuries by 2050 and endorses Vision Zero as a comprehensive and holistic <br />approach to achieving this goal; <br /> <br />3. The City of Portsmouth adopts a goal of reducing fatal and serious injury <br />crashes by 50 percent by 2035; and <br /> <br />4. This Resolution shall take effect on the date of its adoption.” <br /> <br />Ayes: Bryant, Dodson, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />25 - 34 - Adoption of a resolution expressing the concurrence of the City Council <br />of the City of Portsmouth, Virginia, with the Inducement Resolution adopted by the <br />Economic Development Authority of Henrico County, Virginia, and approving the <br />issuance of revenue bonds for the benefit of Bon Secours Mercy Health, Inc. and <br />Maryview Hospital. <br /> <br />Background: <br /> <br /> The Henrico County Economic Development Authority has adopted an <br />Inducement Resolution to issue bonds for the benefit of Bon Secours Mercy Health, Inc., <br />which, through its affiliates, operates several hospitals, including Maryview. <br /> <br /> The purpose of the bond financing is to fund and/or reimburse capital improvement <br />costs at several hospital facilities. <br /> <br /> A maximum of $30,000,000 of the bond proceeds will be expended for <br />improvements at Maryview. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
