January 14, 2025 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 14, 2025, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Wiliam E. Moody, Jr., Mark A. Hugel, Vernon L. <br />Tillage, Jr., Kathryn W. Bryant, Yolanda E. Thomas, City Manager Steven Carter, City <br />Attorney Lavonda Graham-Williams. <br /> <br />Reverend Dr. Tonya Pass opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of December 10, 2024, of a Regular Meeting of December 10, 2024, of a <br />Special Called Meeting of January 2, 2025, and of a Reorganizational Meeting of January <br />2, 2025, and was adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Moody, Thomas, Tillage, Glover <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />25 - 13 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-24-03 WESTHAVEN - Ordinance granting the request of AQ Contracting, <br />Inc. to rezone a 0.07-acre parcel located at 3719 Dartmouth Street <br />from General Mixed-Use (GMU) to Urban Residential (UR) to permit <br />a Single-Family residence. The Future Land Use Map of the Build <br />One Portsmouth Comprehensive Plan designates this property for <br />mixed-use. Planning Commission recommends denial. <br /> <br />1. Claudia Aristizabal, 1477 Norview Avenue, Norfolk, VA, presented the application. <br /> <br />2. Donna Biggs, 3104 Garland Drive, asked if the civic league had been contacted about <br /> the project. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Bryant, to deny Z-24-03, and was <br />adopted by the following vote: <br /> <br />Ayes: Bryant, Hugel, Thomas, Tillage, Glover <br />Nays: Moody <br /> <br />(b) Z-24-04 SOUTH STREET & ELM AVENUE - Ordinance granting the <br />request of Satisfied Home Builders, LLC to rezone an <br />approximately 0.78-acre parcel at 1001 Elm Avenue from Light <br />Industrial (IL) to Downtown (D1) General Urban (T4) to develop a <br />30-unit multi-family dwelling. The Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan designates this <br />property for mixed residential uses. Planning Commission <br />recommends denial. <br /> <br />1. Mark Parker, 4404 West Norfolk Road, presented the application. <br /> <br />2. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />3. Pamela Wilkins, 805 Elm Avenue, spoke in support of this item. <br /> <br />4. Tony Goodwin, 38 Linden Avenue, spoke in support of this item. <br /> <br />5.
